This is a combined synopsis/notice of intent to procure for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number N0I9916 is issued as a request for notice of intent (N0I). The solicitation document and incorporated provisions are those in effect through appropriate Federal Acquisition Circulars. See Note 22. The line items are: 1) Orca 2 Dual Mode Digital Camera 12/14 BIT Readout; 2) Dig 16 Acquisition System; 3) High Speed Single Filter Wheel with shutter; 4) Emission Flange-C Mount for single filter wheel; 5) Filter wheel mounting flange set (2 pieces); 6) Installation an one complete training day and 7) Offerors must include with their offer Certification that all hardware and software offered are Y2K compliant. Delivery shall be to the National Institutes of Health, 6700B Rockledge Drive, MSC/7605, Bethesda, MD 20892, F.O.B. destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition except that there is no SF1449 solicitation cover sheet. A blank form of the Representations and Certifications document which must be completed as required by 52.212-1(b) may be obtained from Donna Wade. The provision at 52.212-2, Evaluation-commercial items, applies to this acquisition. The Government will award a fixed-price purchase order to the responsible vendor whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors in addition to price will be used to evaluate quotes: (a) delivery of the item in 60 days ARO; (b) technically ability of the data and analysis software for creating and customizing plate definitions and control and (c) price. All evaluation factors other than price, when combined, are significantly less important than price. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
