Contracting Officer, lfermin@cgalaska.uscg.mil. Provide all materials,
equipment, labor, supervision, and transportation to remove
approximately 3,300 square feet of decking and associated structural
framing from a timber-frame dock. Install 4 each, 12-inch diameter wood
piles. Construct approximately 20 linear feet of a new timber-frame
retaining wall. Provide and place fill behind wall. Replace
damaged/weak heavy timber framing members including pile caps, columns,
and stringers. Construct approximately 300 square feet of timber
framing to change the decking configuration of the dock. The project is
located at the U. S. Coast Guard Marine Safety Office (MSO) in Valdez,
Alaska. The physical address of the project is: Commanding Officer,
United States Coast Guard, 105 Clifton Drive, Valdez, AK 99686. The
contractor shall complete all work within 120 calendar days from the
issuance of the Notice to Proceed from the Contracting Officer.The
estimated cost range for this project is between $25,000 and $100,000.
The work required by this solicitation is identified as Industry
Standard 1629 and the applicable size standard is $17.0 million dollars
in annual receipts for the past three years. Request for Quotation
packages must be received in this office by the close of business 24
August 1999. This procurement is issued pursuant to the Small Business
Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
This is NOT a small business set-aside. All responsible sources may
submit a quote which shall be considered by the U. S. Coast Guard. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
quote, performance and payment bonds up to $1.0 million per contract.
The DOT provides an 80% guarantee of the quote amount to a surety
against losses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
