Contracting Officer, stabri@mail.va.gov. The Department of Veterans
Affairs is issuing a Request For Quotations (RFQ) for a monthly
subscription to procure in-service law enforcement video training tapes
(1/2" VHA), with associated lesson plans and exams (e.g., true/false
and/or multiple choice) for Police and Security Services. This will be
a Firm-Fixed Price procurement. The period of performance will be for
one year, with four one-year options. The videotapes will be provided
to approximately 162 VA Medical Centers Nationwide. All proposals
should include two separate instances of past performance that
demonstrates the Offerors ability to perform the same or similar type
of service, which will be used in evaluation. The VA reserves the right
to use past performance information obtained from other sources than
the Offeror in evaluation. Offers will be evaluated in accordance with
Federal Acquisition Regulations Part 13.5. Qualifications that will be
evaluated are company capabilities, personnel, and relevant experience,
understanding the needs of the VA Police Officers concerning training
and work to be performed. The approach to fulfilling this will be made
on a "Best Value" analysis. The following representation also applies
when the contract is to be performed inside the United States, its
territories or possessions, Puerto Rico, the Trust Territory of the
Pacific Islands, or the District of Columbia; FAR Part 52.219-1 (OCT
1998), FAR Part 52-219-6 (JUL 1996) and VAAR Part 852.219-70 (DEC
1990). Failure to execute this representation will be deemed a minor
informality and the bidder or offeror shall be permitted to satisfy the
requirement prior to award (see FAR 14.405). All interested responsible
sources may submit a Technical proposal and a Price proposal in writing
