(843) 820-5698 DESC: POTENTIAL SOURCES SOUGHT PURPOSE: The Navy seeks
to identify responsible sources and obtain information (criteria
outlined at the end of this announcement) in regard to privatization of
utility systems in accordance with 10 USC 2688, "Utility Systems:
Conveyance Authority." NAVSUPPACT New Orleans is seeking interest and
information specifically for the privatization of their water and
wastewater utilities systems. The resulting privatization will include
assumption of ownership, operation and maintenance, and obligation to
continue the service for an indefinite and ongoing period. OBJECTIVE:
Should privatization result, the ownership of the entire utility plant
and/or distribution system, including all operating responsibility
shall transfer to a regional or municipal utility or to a private
company. All responsibility for maintaining reliable service, including
such items as environmental compliance, maintenance costs, major system
renovations, construction, equipment, manpower, and overhead costs
shall become the utility provider's responsibility. It is intended that
privatization will reduce the Navy's life cycle costs. SYSTEM
DESCRIPTION: The following is provided only to give an approximation of
the size and general description of the system. Any numbers may only be
estimates for this purpose. WATER: The NAVSUPPACT New Orleans' West
Bank potable water system consists of a booster pump, water storage and
distribution system. The activity has no treatment facilities. The New
Orleans Sewerage and Water Board (NOSWB) supply potable water to the
facility. The NOWSB provides the activity service at three locations.
The largest line is 12-inches, with most of the piping consisting of
6-and 8-inch diameter lines. The facility is served by a 500,000 gallon
elevated water storage tank. The facility has two electrically powered
500 GPM pumps. The East Bank potable water system is also supplied the
NOSWB. The system consists of a distribution system, separate fire
system and three 50,000-gallon fire system water storage tanks. The
distribution system was constructed in 1915 and consists of mains
ranging in size from 2 to 6-inches in diameter. The water system is
connected to the NOSWB system at two locations. Both the East and West
systems have approximately 75,000 linear feet of piping. WASTE WATER:
The NAVSUPPACT has no on-site sanitary waste treatment facility.
Sanitary wastewater generated at both West Bank and East Bank is
discharged to the city-owned collection system for eventual treatment
by municipal treatment facilities. The West Bank collection system has
gravity mains ranging in size from 8-inches to 15-inches in diameter.
The system has three lift stations which serve wharf facilities at the
waterfront. A forth lift station serves the family housing area. The
majority of the collection system was constructed in 1941, and the
system serving the family housing was constructed in the 1973 to 1975
timeframe. The East Bank system consists of gravity mains and manholes.
There are no lift stations. There are no industrial wastewater
contributions. Actual sewage flows are not measured, and the city uses
total water consumption rates as a basis of billing for sewer use. The
existing collection system was constructed in 1941 of 6 and 8-inch
mains. The collection systems for the east and west banks have
approximately 90,000 linear feet of piping; ranging from 1 to 15
inches. PROCEDURES: This request for interested parties is for
gathering information and is one required component of a complete and
systematic process to evaluate interested parties under the Department
of the Navy's utilities privatization program. In order to minimize
costs both to potentially interested parties and the government, this
notice is being issued to determine the interest and feasibility of
proceeding with a formal request for proposals. Should insufficient
credible interest be identified for a privatization action, it is
highly likely that no formal solicitation will be issued. SHOULD
INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY
BE FORTHCOMING. Interested parties should provide a statement of
interest on company letterhead (not to exceed 20 pages in length). The
statement shall include as a minimum the following criteria: (1)
capability and experience in the ownership operation and maintenance of
similar systems; (2) financial capacity to purchase, expand, and
operate a utility system; (3) a statement showing its understanding of
an obligation to provide continuous utility service; (4) understanding
of any applicable state or local utility law or franchise requirements,
and capability of complying with such requirements; (5) understanding
of the federal, state, and local environmental laws and regulations and
its familiarity and experience with environmental compliance procedures
and regulations for the state of Louisiana and US Environmental
Protection Agency, Region Six. Elaborate proposals or pricing
information is neither required nor desired. Any innovative and new
conceptual ideas to achieve stated objectives are encouraged. It should
be noted that individual RFIs for different utility systems may be
issued in the same time frame. A separate response to each RFI is
required. SITE VISIT: A site visit will be held on 18 August 1999. The
