SYNOPSIS SOLICITATION. SOLICITATION RFQ CPO 99-029. The National
Science Foundation requires editorial support services for the
publication "Science and Engineering Indicators 2000." This task is for
editing only, not composition. This is a combined synopsis solictation
for commercial items prepared in accordance with the format in Subpart
12.6, Notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION;
WRITTEN RESPONSES SHOULD INCLUDE PRICES AND TECHNICAL DATA SUFFICIENT
TO DETERMINE TECHNICAL COMPETENCE ALONG WITH YOUR CERTS AND REPS. A
WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. Description of Services are as follows:
STATEMENT OF WORK-"SCIENCE and Engineering Indicators 2000" The
Contractor shall perform the following: Provide copyediting,
substantive editing, and a statistical review for 9 chapters of text to
include graphics, tables, and figures; an overview; and appendices.
NOTE: The Contractor should assume three rounds of review for each
chapter, the overview, and appendices. NSF will provide text for the
material on line in Microsoft Word 97 for PC. Text tables and appendix
tables will be provided in Microsoft Excel for PC. Figures will be
provided as either Microsoft Excel, Lotus Freelance for graphics, Corel
Draw, or Microsoft PowerPoint files (all for PC). The Contractor shall
provide editing comments to the text electronically using the
Microsoft Word online editor function. The Contractor shall incorporate
author-approved comments from the Contracting Officer's Technical
Representative (COTR) and Indicators review team. The Contractor can
provide editorial comments to tables and figures on hard copy but will
be required to make subsequent changes following review cycles to the
electronic file. The Contractor shall incorporate all comments into
the electronic file following each review. The Contractor shall conduct
a statistical review that shall include a review for content relevancy
and the accuracy of statements based on tables and figures. Also,
statements with a statistical basis need to be scientifically sound
(e.g. not case studies, large enough sample, not omitting important
co-variates, etc.). Receive and deliver editing comments electronically
via email. Perform editing within the required schedule. The Contractor
shall perform online editing of each chapter, overview, or appendix
within one week of initial delivery by NSF. Subsequent editing shall be
completed within one week as well. Multiple chapters (3-6) may be
included in a single delivery. The one-week turnaround still applies
for a group submission (all chapters due within a week, rather than one
week per chapter). NOTE: NSF assumes that a team of editors will be
necessary to perform this task. Edited chapters shall be delivered
electronically (via email) and in hard copy. Provide prompt review for
numerous chapters submitted simultaneously. Traditionally, chapters
are submitted in groupsof 3-6. The Contractor shall deliver edited text
on all chapters within the one-week window for each group submission.
Incorporate changes for each review cycle following approval from the
COTR and Indicators team. As mentioned previously, the Contractor shall
edit electronically using the Microsoft Word editor function and later
incorporate comments following review, into the electronic file. The
Contractor can provide editorial comments to tables and figures on hard
copy but will be required to make subsequent changes following internal
reviews to the electronic file. The Contractor shall incorporate all
comments into the electronic file following each review. Provide a
clean draft and a draft including changes for each chapter following
each review cycle (in addition to the electronic copies). Compile the
finished 9 chapters of text to include figures, tables, and charts; an
overview; and appendices and provide 75 hard, bound copies (the
"Orange Book") to the COTR and Indicators team. The National
ScienceBoard will use this Orange Book for review purposes. The Orange
Book shall be prepared using plain bond paper, velo bound, and will
use orange paper for the front and back covers, with the title and
other restrictions provided by the COTR and Indicators team printed on
the front cover. Provide finished electronic files (in PC format) on
a ZIP disk to COTR for each chapter, overview, and appendix, as well as
any tables and figures. Proofread and fact-check final composition
copy. The COTR will provide camera-ready copy, following completion of
the composition, to the Contractor. The Contractor shall complete
proofreading and fact-checking within one-week of the submission from
the COTR. Proofread final blueline proofs. The COTR will provide
blueline proofs to the Contractor. The Contractor shall proofread the
bluelines against the camera-ready copy. Due to the quick turnaround
time required on bluelines from most printers, the Contractor shall
complete the blueline review in one full business day. The Contractor
shall follow the NSB Style Guide for draft documents. (For example,
each line needs to be numbered, etc.) The Guide will be provided upon
contract award. Guidelines for editing include previous versions of
this publication, NSB 98-1, Science and Engineering Indicators 1998,
and the U.S. Government Printing Office Style Manual, supplemented by
The New York Public Library Writer's Guide to Style and Usage, and any
additional exceptions provided by the COTR, the SRS Publications
Manager, or other designated representative. The publication, NSB 98-1,
is available on the World Wide Web at

306-1780. Resumes: The Contractor shall provide resumes for all members
of the editing team. This task requires experienced statistical
editors. NOTE: Qualified individuals should have a minimum of a
Master's degree in statistics, economics, sociology, psychology, or
mathematics as well as at least seven years experience in working with
similar statistical data. Proposals shall include samples of each
editor's work as well as reference names and telephone numbers for each
editor. References will be contacted as part of the proposal review
process. The Contractor is expected to be familiar with previous
editions of the Science and Engineering Indicators report. These copies

will be used to evaluate offers: [1] Technical; [2] Past Performance;
[3] Price. Technical and Past Performance when combined are
approximately equal to price. [1] Technical -- evaluation will be based
on your understanding of the solicitation requirements, personnel
qualifications, experience, and samples. The Offeror shall provide a
minimum of four (4) samples of a technical or scientific document they
had edited which has quantitative analysis, charts and tables.
Evaluation will be based on content, organization, statistical merit
and relevance, grammar, and style. [2] Past Performance: The offeror
shall provide a minimum of four (4) references including company names,
addresses and telephone numbers of the contact person, and annual
dollar value of each account. Overall evaluation will be conducted in
accordance with simplified acquisition procedures for commercial items.
NSF anticipates award date of September 1, 1999; the sic code for this
acquisition is [2721] small business size standard of not more than
[500] employees. It is assumed that the facilities used in performance
of this service is within a 100 kilometer (62-mile) radius of the NSF
Headquarters, Arlington, Virginia. Any offeror intending to use
facilities outside this area will be required to furnish information
with their proposal which, will on its face, demonstrate your ability
to meet the solicitation requirements. The determination by the
Government of the acceptability of this information in no way relieves
the successful offeror of the responsibility for compliance with the
