Reesman, Contracting Officer, (256) 955-3000 The U.S. Army Space & Missile Defense Command (USASMDC) plans to enter into a noncompetitive, contract, pursuant to FAR 6.301-1, Only one responsible source and not other supplies or services will satisfy agency requirements. This effort will require the contractor to perform infrared (IR) optical cross section (OCS) measurements on three objects: a standard reflector to be supplied by the contractor, a standard reflector to be supplied by the Government, and a commercial IR imager to be supplied by the Government. The measurements will be made under both laboratory and field conditions using a 10.6 micron wavelength IR interrogator, and under far-field conditions. The contractor will develop a test plan for these measurements, and following Government approval of this test plan will conduct the laboratory measurements on the three test objects. Field measurements will then be made, and the field results will be compared with the laboratory results to insure consistency, with measurements being repeated as necessary. The final results will then be compared to results provided by the Government from similar measurements made in the United Kingdom. Any discrepancies will be eliminated either through analysis or further testing. The contractor shall provide an interim report following completion of the initial laboratory and field measurements, and a final report following completion of the contract. Travel requirements are anticipated to Huntsville, AL and London, England. A firm-fixed price (FFP) contract is anticipated with a period of performance of twelve (12) months.
