ARL intends to negotiate with the national Academy of Sciences under the authority of 10 USC 2304 (C)(1), only one responsible source. NAS is uniquely qualified to perform this work by virtue of their Congressional charter, which established NAS in 1863 "to act as an official, yet independent, advisor to the Federal Government in matter of science and technology." Under this proposed contract, NAS will oversee the advisory committee established under a prior contract, to analyze and make recommendations on ARL research efforts. The period of performance is expected to be twenty-eight months. All responsible sources may submit a bid or proposal which will be considered by the agency. No telephone requests will be honored.
