synopsis/solicitation for commercial items in accordance with FAR 12.6.
A written solicitation will not be issued. REQUIREMENT Principal Award
Factor -- The Assistant Secretary of the Navy's (ASN/RDA) Acquisition
Reform Office (ARO), Washington DC has a requirement for 12 months
access to a Business and Industry Best Practices Database to be used by
Program Managers as a library of business's successful methods and
processes. The database must encompass a wide range of business related
topics and maintain substantial and current information on these
topics. Most topics must be accompanied by written expert analysis,
discussion of the benefits and the risks associated with proposed
business actions, and examples of successful use and application of
business practices. The ARO office shall be the primary licensee of the
database which will authorize approximately 10 persons named as
principal users. These users shall act as a conduit to the database for
the wider Naval community. Information will be used by the Government
for individual projects, in the classroom, and for group projects. The
license must allow information to be accessed at a minimum by the
principal users, who must be able to duplicate and/ or paraphrase
database information for distribution, either verbally or in writing,
to larger audiences. Award will be based on the Greatest Value to the
Government considering price and the technical factors provided in this
notice. Award will be based principally upon your description of the
scope and usefulness of the proposed database solicited above.
Secondary award evaluation factors, each of equal importance, are
listed below. Price becomes more important as the range of offerors
technical scores narrow. Secondary Factors -- Access to the complete
database must be immediate and continuing (24/7) for the designated
users throughout the licensed period (12mos). Initial award of a
purchase order is anticipated by mid August 1999. -- Describe the
limitations placed upon the primary and secondary users by a resulting
license. -- Identify the training included with the database for
primary users. -- Identify the technical support included to meet any
user questions or technical problems with the systems used to access
the database. -- Provide an illustration of what information will be
found by a search of the database for the term "Activity Based
Costing". Count the number of hits in the database, provide a synopsis
of each hit, and any known authorship of each hit. Offerors having an
