SOURCES are SOUGHT to provide Research and Development (R&D) Advisory and Assistance Services (A&AS) for the AF Research Laboratory, Munitions Directorate, Advanced Guidance Division, Guidance Simulation Branch (AFRL/MNGG). Contract performance will include support in the areas of phenomenological modeling, advanced hardware-in-the-loop (HIL) digital simulation development, and HIL test planning, execution, and data analysis for the Ballistic Missile Defense Office (BMDO) and other sponsors. This effort requires an in-depth knowledge of all aspects of HIL simulation design, development, validation, and utilization to support test development of guided munition systems and subsystems. It is anticipated that much of the work will be performed in the Kinetic Kill Vehicle HIL Simulator (KHILS) facility in building 13 at Eglin AFB, FL and the remainder in the contractor_s facility. Foreign contractors are prohibited from participation. Anticipated period of performance is 5 years (one base year with four 1-year options), and we are considering multiple awards_one for phenomenological modeling, and one for the remaining effort. An Indefinite Quantity contract with fixed-price labor rates and cost-reimbursable travel is anticipated. As this acquisition progresses, additional info will be available at website www.eps.gov. Responses to this synopsis must be received within 15 days from date of synopsis publication. Respondents to this notice will not be notified of the results ofthe evaluation of information submitted. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. Firms responding to this synopsis should state whether they are, or are not, a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 for SIC Code 8731, 1000 people. The Air Force reserves the right to consider a small business set-aside based on responses hereto. This requirement may be pursued sole source if the Air Force determines that only one source is capable of satisfying the requirements. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
