The U.S. Department of Commerce, NOAA, intends to purchase two (2) GVAR SDI systems and two (2) additional 9 Gbyte drives for the National Weather Service (NWS), National Operational Hydrologic Remote Sensing Center (NOHRSC) in Chanhassen, MN. The Space Science & Engineering Center (SSEC) at the University of Wisconsin-Madison is the only known source of supply for these items. The intended procurement is for supplies for which the Government intends to acquire from one source of supply under the authority of 41 USC253 (c)(1). The NOHRSC uses data from the Geostationary Operational Environmental Satellite (GOES) to support snow and cloud mapping operations. The NOHRSC satellite data processing and mapping relies on pre-processing performed using SSEC McIdas-X software. The SSEC McIdas-X software uses a proprietary data format developed and copywritten by SSEC. SSEC is the only vendor that provides a replacement satellite data ingest hardware system that will output satellite data inthe proprietary format required by NOHRSC data pre-processing software. This is not a request for proposals and there is no solicitation available at this time. The acquisition is being conducted pursuant to the guidelines set forth in FAR part 13. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue an order to SSEC whichever is determined to be more advantageous to the Government without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
