The National Institute of Standards and Technology (NIST) requires a closed cycle refrigerator system. The specifications are: 4K GM (Gifford-McMahon) direct drive mechanical refrigerator (Leybold); air cooled 2.5 kw ( or less) compressor; interconnecting hoses and control cable; non-optical vacuum shroud for interfacing with voltage standard chip; less than 4.2K to 325K operating temperature range; greater than 0.15 W cooling capacity at 4.2 K; coldfinger sample mount; demountable chip sample holder; radiation shield; 10-pin electrical sample feedthrough with mate; spare blank feedthrough port; model DT470- CU-12A silicon diode temperature sensor installed (standard curve conformity 0.5 K below 100K, check dipped in liquid helium); model 200 silicon diode temperature monitor, evacuation valve with safety pressure relief; mounting flange with rotational and vertical adjustment; operational manuals; complete operational setup and test. Interested sources proposing to supply the system specified must submit a written qualification statement clearly establishing capability to meet the above requirements within 15 days from the date of this synopsis. The qualification statements will be used to determine the need for competitive bids. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with Cryo Industries of America, Inc., 11124 So. Willow Street, Manchester, NY 03103 as this source is considered to be the only responsible source and no other items will satisfy agency requirements.
