summerse@spawar.navy.mil. The Space and Naval Warfare Systems Command
(SPAWAR) is currently planning procurement for the development of a
prototype Navy Communication Intelligence Pod for mounting on various
carrier based aircraft/helicopters to provide airborne intercepted
signals to BGPHES. The requirements for this system are specified in a
draft requirements document updated on 2 August 1999, that is posted
on the SPAWAR Business Opportunities Page. This publication is a
follow-up to the Commerce Business Daily announcement posted in the
CBDNET on 15 July 1999 and printed in the 19 July 1999 issue. Potential
offerors are requested to submit a Capabilities Statement discussing
their ability to meet the Navy's requirements. It is anticipated that
the Capabilities Statement will discuss the potential offeror's
experience and capabilities in the areas of (a) Airborne Pods and (b)
Exploitation Receivers, including past performance information relative
to cost, specifications, capabilities, delivery lead-times, etc.
Providing a Capability Statement is not a requirement to participate in
the BiG EAR procurement, but an opportunity to provide industry's
experience on the requirements of the BiG EAR as presented at the
Industry Briefing held on 27 July 1999. Your firm is not expected to
provide a proposal, but rather provide your firm's capabilities in the
area of requirements. If there are areas of concern or additional data
requirements necessary to perform the contemplated effort, please
incorporate them into your paper. The Capability Statements are limited
to 5 pages with no prescribed format. Items of interest and information
pertinent to this request are located on the SPAWAR Business
Opportunities page including the following: Industry Day questions and
answers; Industry Day attendance list; Industry Brief of 27 July 99;
and questions regarding capability. The statements are due by close of
business on August 17, 1999 and should be submitted electronically to
the following e-mail address: tdavis@spawar.navy.mil. For the purpose
of receiving statements, the close of business of this establishment
is 3:00 PM local time. An alternate method of submission is hard copy.
Hand carried capability statements shall be delivered by courier to
the Commander, Space and Naval Warfare Systems Command, 4301 Pacific
