COMMERCE BUSINESS DAILY ISSUE OF AUGUST 4,1999 PSA#2402D -- INTEGRATED AUTOMATED ACQUSITION SYSTEM The Environmental
Protection Agency is conducting market research to identify possible
sources to provide the software and integration services for a desktop
acquisition system. This system must provide acquisition personnel
with the ability to produce requirements documents and capture and
report relevant solicitation, purchase order and contract data at the
time of document creation. For purposes of this notice, acquisition
personnel includes all EPA managers and staff from the contract offices
(OAM and regional COs), other administratiave offices, program offices,
regions, and labs who are involved in the requirements development,
award, and management of contracts, orders, or assignments. All EPA
employees must have the ability utilizing the system to initiate an
acquisition and/or receive procured goods or services. In addition, the
system will provide focus and information managements to increase
productivity, reduce wate, further EPA's commitment to the Paperwork
Reduction Act, and position the Agency for timely compliance with the
Paperwork Elimination Act. Interested sources should submit a brief
capability statement and ssystem description which addresses the
following: Does the software represent a fully integrated federal
procurement COTs package? Can the package handle simplified
acquisitions and large contracts, both pre-award and post-award? Is the
system modular? Can the system handle both sigle and multiple award
transactions: Does the system cover the acquisition process from point
of origin through closeout? How does the system handle clauses and
updates? What security protections are available for the system and
data it contains? What archiving and backup/recovery capabioities are
available? What are the system's reporting capabilities? What other
federal agencies use the system? Can the system post solicitations to
the Electronic Posting System and/or CBD*Net? Does the system have
electronic signature capability? Interested parties should submit their
system description and capability statement no later than close of
business on September 6, 1999 to the address identified above. Posted
