(703) 704-2412 The US Army CECOM Acquisition Center -- Washington,
Alexandria, Virginia is conducting a market survey to update
information concerning the availability of products to satisfy the
Mission Needs stated below for the Product Manager, Physical Security
Equipment (PM-PSE). Systems or components submitted in response to the
Market Survey for a Personnel Alerting Capability previously posted on
21 August 1997 need not reply unless significant changes in technology
or capability are now available. In such case(s) reference should be
made to the previous submission and only significant new capabilities
should be addressed. Products not available at the time of the previous
survey should be submitted in accordance with guidance below.
Information obtained as a result of this synopsis is for planning
purposes only. It does not constitute a Request for Proposal (RFP) nor
is it to be construed as a commitment by the Government. The
Government is interested in available products which meet the
requirements (a) At the system or component level; (b) At the system or
component level which could contribute to satisfying them; (c) At the
system or component level which could be readily modified to satisfy or
contribute to satisfying them; (d) Performance specifications, costs,
and lead times; Maintenance and other required support; Safety and
health concerns, if any; and (e) Extent of competition in the market
place. Mission Needs -- The Department of Defense needs a capability to
alert personnel to impending terrorist attack or danger. This is
envisioned as a means of immediately alerting personnel of a specific
danger (e.g. fire, explosives, chemical/biological or other personnel
danger threats) and providing intelligible communications on essential
actions to take. Although centrally activated and managed the solution
should have the capability for remote activation. This personnel alert
capability should provide complete coverage to personnel within
buildings and the surrounding area where there is a high concentration
of personnel (50 or more) such as work, living, recreational,
shopping, and community areas, and have the capability to overcome
normal noise levels associated with such areas. It should be capable of
intrinsically safe application to any building or area that personnel
occupy in all environmental conditions world-wide. No special tools,
structural modifications, or interference with existing wiring or
circuitry should be required. Solutions should be easily and quickly
installed, uninstalled and relocated. A self-test or built-in test
capability indicating faulty components is desired. PM-PSE requests
that interested parties respond to this market survey by 31 August 1999
by transmitting hard copy information on their relevant and specific
products, capabilities and qualifications, web site address, and email
