Request for Proposal (RFP), on a sole source basis to Science Systems
and Applications, Inc. (SSAI), 5900 Princess Garden Parkway, Suite 300,
Lanham, Maryland 20706. This procurement will extend the period of
performance under Contract NAS5-31752 for an additional nine months to
June 30, 2000, with 3 1-month optional extensions. The current period
of performance ends 9/30/99. This extension is necessary to allow for
completion of an on-going consolidation of like requirements within
the Earth Sciences Directorate for the purpose of competition. The
services to be provided during this extension period are a continuation
of engineering and scientific research support for several laboratories
including: 1) Atmospheres, 2) Terrestrial Physics, 3) Hydrospheric
Processes. On going projects to be supported by tasks include Upper
Atmosphere Research Satellite (UARS), Large Scale Biosphere-Atmosphere
(LBA) Experiment, Mission to Planet Earth (MTE), and Scientific and
Educational Endeavors (SEE). Support is provided in each of these areas
under various task orders issued under the contract. These areas of
support include: geophysical data collection, data analysis and
validation of physical parameters derived from existing ground,
aircraft and satellite observations, model simulation and
documentation, and education outreach. Computer programming support
includes data and image processing and data visualization and animation
capabilities for scientific and engineering analyses. Further, these
services include: gridding, tabulation, comparison, cataloging, storage
and retrieval of data for scientists engaged in developing a better
understanding of the Earth, biosphere, and atmosphere. The work under
the LBA tasks are of particular importance since the individuals
involved are proficient in the Portugese language and are working
against critical milestones to set up a project office before the wet
season begins in November. Failure to complete these scheduled
milestones by having to search for and relocate new language proficient
employees would significantly delay the science effort which must be
performed in coordiantion with the wet and dry seasons. The work under
this contract is being split into 6 distinct segments, each of which
is being consolidated with other similar efforts, and then procured
competitively, either under full and open competition procedures or as
small business disadvantaged business set-asides. Some of these
competitions have already been completed. The remaining tasks will be
addressed in future competitions. The support sought for the remaining
tasks is a continuation of work performed by SSAI, under this
contract, and is only intended to continue until follow-on contracts
are competitively awarded. Statutory authority for this sole source
procurement is 10 USC 2304(c)(1)-Only One responsible source. However,
companies who believe they can provide these services without any
detrimental impact to the program schedules supported by this work,
should identify their interest and capabilities within 15 days after
publication of this synopsis. See Number Note(s): 22. Interested firms
have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. An Ombudsman has
