This procurement is being conducted under the policies and procedures of the NASA Grant and Cooperative Agreement Handbook. Participation is restricted to institutions of higher education. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The Cooperative Agreement Notice is being released August 2, 1999, with a date for receipt of proposals of September 15, 1999. All qualified responsible sources may submit a proposal which shall be considered by the agency. The solicitation and any documents related to this procurement will be available over the Internet.
