Request for Quotation (RFQ) for the purchase of 6 battery chargers
uniquely capable of charging 2 Rechargeable Extravehicular Activity
Battery Assemblies (REBA) while on-orbit inside the Space Shuttle. The
charger's input power shall be 192 W maximum at 28 1 4 V. The REBA
consists of 50 nickel metal hydride cells configured as 5 strings of 10
cells in series. The REBA charger must charge each string of each REBA
simultaneously and independently in less than 8 hours. The charger
must use the ICS1702N charge controller from Galaxy Power, Inc., which
uses a reverse pulse current waveform. The charger must meet NASA
requirements and standards for design and workmanship. See attached
Statement of Work. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase
these REBA Chargers from Summit Products, Inc., in Minden NV. Summit
Products, Inc., is unique in that it has designed, fabricated, and
delivered a prototype version ofthis charger, P/N QC-2001, using their
proprietary electrical design. The Government intends to acquire a
commercial item using FAR Part 12. Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/ capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
