The Naval Air Systems Command intends to negotiate a firm fixed-price (FFP) contract with Marconi Aerospace Electronic Systems, Inc. (Marconi) for the production and delivery of 84 ALQ-99 Band 9/10 Transmitters. The Band 9/10 Transmitter is a high power radio frequency jammer which will be deployed with the Universal Exciter Upgrade Weapons Replaceable Assembly as part of the ALQ-99 Tactical Jamming System. The Band 9/10 Transmitter, when carried by an EA-6B aircraft, provides expanded radar jamming capability for the suppression of Modern Integrated Air Defense Systems. The Standard Industrial Code (SIC) is 3812. This acquisition will be negotiated on a sole-source basis with Marconi; the sole designer, developer and manufacturer of the transmitters. This sole source negotiation is made under the authority of FAR 6.301-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
