Bureau of Alcohol, Tobacco and Firearms intends to negotiate with
Edward S. Armstrong of St. Simons Island, GA, under 41 USC
253(c)(1)-Only one responsible source, for occupational specific
training to ATF special agents and inspectors at the Federal Law
Enforcement Training Center in Glynco, GA. Contractor will assist in
developing and delivering legal training for as many as 12 New
Professional Trainees (NPT) classes during a 12-month period. The
contractor will be responsible for developing, reviewing, updating and
organizing class schedules, lesson plans and course handout materials.
The contractor will provide and/or review and update comprehensive
modular lesson plans for NPT program which will include blocks of
instruction on criminal violations of the National Firearms Act, the
Gun Control Act of 1968, The Arms Export Control Act, the Organized
Crime Control Act of 1970, the Explosives Control Act, the Anti Arson
Act of 1982, the Federal Alcohol Administration Act, all other Federal
statutes relating to firearms, explosives, arson, tobacco and alcohol
violations; search and seizure law, including search warrant issues
unique to ATF jurisdiction, use of force issues, undercover legal
issues, including entrapment and electronic monitoring, detention and
arrest and Federal court procedures. The course materials shall include
lesson plans, pre-course reading material, and practical exercises that
will allow the students to demonstrate the application of the course
objectives. The contractor will be responsible for developing and/or
acquiring audiovisual aids and handout materials to be used in the
course, including the incorporation of slide presentations into
multimedia software. The contractor will provide written lesson plans,
student handout materials, pre-course material, practical exercise
scenarios, class schedules and any other information pertaining to the
delivery of training at least 45 days before the training. The
contractor will complete written after-action reports when requested.
The contractor will assist in delivering and/or monitoring all legal
blocks of instruction during NPT joint and agent specific classes. The
contractor will teach only from ATF approved lesson plans. The
contractor will also assist in developing and in some cases
subsequently delivering practical exercises in various blocks of
instruction. The contractor must demonstrate proven ability to design,
develop and instruct legal training for law enforcement personnel
regarding Federal firearms, explosives, arson, alcohol and tobacco
laws, as well as Federal laws pertaining to search and seizure, use of
force, undercover operations, entrapment and arrest and Federal court
procedures. Contractor must be familiar with and have experience in
working with the problems and legal issues that confront law
enforcement employees and managers during enforcement operations,
criminal investigations, undercover operations, processing post blast
and arson scenes, and the inspection of industries regulated by ATF.
The person assignedto this project must pass a Bureau suitability
screening. This is a 100% small business set-aside using SIC code 8299.
Contract is for one base year and four one-year option periods.
