for Price Quotes: Hourly Rates plus Expenses STATEMENT OF WORK
Training and Technical Assistance for Tribes in South Dakota and North
Dakota Public Water System Regulatory Program Objective The focus will
be on improving and maintaining compliance with the Safe Drinking Water
Act through training and assisting Native American drinking water
operators in various aspects of drinking water treatment and
distribution to the level where the operators would be able to obtain
the relevant certifications. Training will be through a combination of
classroom lectures as well as on-the-job and on-site assistance, at
times, in response to the short notice calls. Background The Region is
soliciting proposals to contract with an entity to provide training
and on-site technical assistance to American Indian PWSs mostly in
South Dakota and a few in North Dakota. Tasks A. Training The following
training areas (geared to enable operators to be certified) could be
delivered in classroom settings periodically and as needed to groups of
operators. The Safe Drinking Water Act (SDWA) and the National Primary
Drinking Water Regulations (NPDWR) Sampling Requirements Sampling
Procedures Various Rules Water Treatment Chemical Dosages Chlorine and
Fluoride Requirements Basic Laboratory Testing Filtration Turbidity
Goals Basic Math Distribution System Operation and Maintenance
Procedures Certification Review Sessions Record Keeping and Reporting
Emphasis on timely sampling and reporting to EPA B. Technical and
On-Site Assistance -- On-site technical assistance may be delivered, as
needed, to individual operators and/or to groups having similar needs.

Treatment Rule turbidity criteria C. Reporting The contractor must
prepare and submit to EPA brief (1 or 2 pages) monthly reports. In
addition, the contractor will prepare a brief report at the end of the
contract year, which summarizes the number of site visits made, the
type of technical assistance provided and the number of hours expended
in classroom training, on-site work, or assistance through the phone
or other means. All reports will be sent to the EPA Tribal Coordinator.
D. Additional Requirements (1) For all site visits, the contractor will
inform the PWS operator that he/she is a contractor (not EPA employee)
who has been hired by EPA to provide various forms of technical
assistance. At all times, the contractor will be courteous to the PWS
operators and will suggest, but not insist, that the PWS operators
follow advice given during the visit. (2) If the contractor observes
that the PWS is not complying with any of the drinking water
regulations, the contractor will immediately inform EPA. Duration of
Contract The contract will be in place from the award date until
approximately September 30, 2000. Billing The contractor will submit
monthly invoices to EPA, which lists the number of hours and expenses.
All expenses will be itemized. The Qualified Quotations Must Include:
(1) A statement of qualifications which should be brief, but should
include the resumes of the staff who would be completing the SOW tasks.
When listing these qualifications, please identify staff experience in
working with Public Water Systems (PWS), either as a consultant or as
a PWS operator. Please also list all relevant degrees that the staff
may have. (2) A statement of availability, which should note when in
the contract year the staff would be available to conduct these SOW
tasks. EPA is particularly interested in companies of individuals that
are able to visit a site on very short notice. This becomes especially
important when there are problems, such as bacterial contamination at
a PWS facility. (3) The fully-loaded hourly rate(s) of the staff
person(s) who would do the work. Under this contract, billing will be
done as hourly rates plus expenses. All indirect costs and
administrative costs must be folded into the hourly rate. The
"expenses" will be those incurred by the field staff while performing
their duties. (4) A list of any PWS that the staff, or the company,
currently has as a client. For additional information, you may contact
