Industrial Supply Center Norfolk Detachment Philadelphia proposes to
modify existing contract N00140-95-C-L034 with Capital Health Services
for Emergency Room and Primary Care Clinic services at Naval Hospital
Camp Lejeune, NC. The contractor will be responsible for providing the
following services: (1) full service staffing for a Level II Emergency
Department within NAVHOSP Camp Lejeune; (2) full service staffing for
the Navy Primary Care Clinic (NPCC) at a location remote from NAVHOSP
Camp Lejeune; and (3) full service staffing for a Hospital Family
Practice Clinic (HFPC) within NAVHOSP Camp Lejeune. These services
shall consist of a base period encompassing four (4) months, commencing
01 Oct 1999 through 31 Jan 2000, plus two (2), one month option periods
encompassing Feb 2000 and Mar 2000 for the provision of both emergency
room and primary care clinic services. Additional option provisions
beyond Mar 2000 will likewise be incorporated solely for emergency room
services for a set period of time not to exceed 30 Sep 2000. This
action is required in order to provide continuity of services before
the personal service and non-personal service follow-on procurements
can be placed by the Naval Medical Logistics Command and FISC Norfolk
Det Phila, respectively. This extension modification to contract
N00140-95-C-L034 is for services that the Government intends to solicit
and negotiate with only one source under the authority of FAR 6.302-1.
Capital Health Services is considered the only supplier of these
services at this time, as they are the only firm, which can timely
support the immediate needs of the Government without a costly start-up
period. Interested persons may identify their interests and capability
to respond to the requirements or submit proposals. THIS NOTICE OF
INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all
proposals received within forty-five days after the date of publication
of this synopsis will be considered by the Government. A determination
by the Government not to open the requirement to competition based
upon responses to this notice is solely within the discretion of the
Government. The Government will not pay for information received. The
applicable Standard Industrial Code for this acquisition is 8011.
