J -- NOAA WEATHER RADIO SYSTEM MAINTENANCE, MISSISSIPPI SOL 52RANW000004 DUE 092199 POC Doug Hargrove, 303.497.3657, fax: 303.497.3163 The U.S. Department of Commerce' NOAA/National Weather Service intends to negotiate Contract number 50RANW000004 with the Mississippi Authority for Educational Television (MAET) for routine and emergency maintenance of NOAA Weather Radio (NWR) transmitters, antennae and transmission lines located at various towers and sites owned and operated by MAET. The NWR System operates using MAET's microwave system. MAET will not permit access to MAET property to private contractors to maintain the system. Contract to be negotiated for a base year plus four option years. Synopsis published for informational purposes only; solicitation is not available; no telephone requests accepted. Only qualification statements faxed to 303.497.3163 will be considered at this time. Written responses must be received within 15 days from the date of this notice and must include full maintenance descriptions, staff qualifications, terms and conditions, as well as demonstrate that the respondent can access and maintain the transmitters which are located at towers owned by MAET. If the respondent proposes to move the transmitters to an alternative site in order to maintain them, full details (cost, site location, proof that coverage will not be degraded, and any other information to demonstrate competence must be included). All responses from responsible sources will be fully considered. The Government will not respond to incomplete qualification statements. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 USC 253(c)(1) with MAET. See Numbered Note 22.
