Build and install a Solid Oxide Fuel Cell with electronics onto a
Government owned electric cart. Contractor to design, test a planer
anode-supported solid oxide fuel cell, and install the SOFC onto an
electric cart. The contractor shall design the electronics to prevent
over charging of the battery pack. The contractor shall deliver one
1kW/42 volt SOFC module within one year. The contractor to install the
fuel cell and provide technical support for the operation of the fuel
cell. The contractor shall demonstrate the use of the fuel cell and
successfully operate the fuel cell on the cart prior to final
acceptance of the cell. Patent and other intellectual property rights
which are obtained as a result of this project shall be shared by the
AF and the contractor in accordance with the applicable regulations
under the FAR. Delivery: 12 Months after receipt of contract.
Justification for the Sole Source. An environmental project feasibility
study for the use of Solid Oxide Fuel Cells to run electric vehicles
was done and based upon the research, technology and deliverable
capability of the University of Utah, the technology is proprietary to
the University of Utah. This study is a joint effort by the University
of Utah, Department of Commerce, Questar Corporation and the US Air
Force to conduct ground breaking research and development in this area.
The approximate issue/response date will be 18 AUG 1999. The
anticipated award date will be 07 Sep 1999. Electronic procedure will

recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
