published as a Total Small Business Set-Aside action per FAR 52.219-1
and 52.219-6 (this means you must be a small business, quoting the
product of a small-business manufacturer); all eligible, responsible
sources may submit an offer. This is a combined synopsis/solicitation
for commercial items prepared in accordance with FAR 13 and the format
in FAR subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the ONLY
solicitation; quotes are being requested and A SEPARATE WRITTTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ
N00244-99-T-B044 applies. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-13 and Defense Acquisition Circular 91-13. All items are
to be delivered to NWS Seal Beach, CA. The standard industrial code is
3949 and the business size standard is 500 employees. The Agency need
is for One Golf Simulator to consist of the following features. Space:
The area allocated will only accommodate a unit with a maximum length
of 18 1/2ft long. Area: Rigid interlocking foam-filled panels for
floor, walls and ceiling. Interior fully carpeted with anti-static
material. 10' high 16', long 12 ' wide all enclosed included. Hitting
Mats: Fully recessed custom hitting mat with simulated fairway, light
rough, heavy rough and sand surfaces. Ball can be played from anywhere
in front of floor sensor. Playing: Up to eight players able to select
course of choice, along with playing conditions such as tees, weather
(including wind and fog) and green speed. 32Championship courses,
which are to include Ryder Cup, US Open, PGA Championship and Golf
Digest's Top 100. All undulations in course are exact every foot of the
course included. Six modes of play give players even more variety,
including Scramble, Alternate Shot, Match Play, Skins and Stroke Play.
Playing Options: Each round includes at minimum rotating and overhead
views, reverse angle replays, show flag and mulligans. Screen Size:
10' x 12' projection screen. Putting: Patented dual tracking infrared
sensors provide instant, accurate and realistic ball-flight
information. Sensors also track all putts. All Putting is on screen
with contour grid showing bread, up and down hill, distance, ball
reacts to green. Tracking System: Each ball is dual-tracked 60,000
times per second. System to measures total ball flight including speed,
trajectory and spin simulated to outdoor play. Each shot to have
virtual reality; including ball splashing in water, hitting trees,
bouncing on cart paths and spinning on greens. Postround statistics to
include average driving distance, fairways hit, greens in regulation
and putting average. Each drive distance on the screen player distance
hit roll up to hole, shows hook and slices on screen, and overhead
view. Ball flight on screen overhead and ball position, rough and sand
hazard fairway. Able to call up score at anytime. Practice Range:
Allows the player to see immediately the performance of each club. On
screen information includes ball speed, distance in air, total
distance, ball loft, degree angle and average distance. System tracker
enables the player to compare different clubs with immediate on screen
feedback. Projector: Similar to Sharp X6-NV2U high quality single lens
projector, high resolution; computer annunciated graphics with 16. 7
million photo realistic colors. Unit able to be linked to network TV
and VCR/Laser Disc for games, movies and sporting events. Play
heightened with optional printing of post-round digitized scorecard
from actual course played. Not only is the total topography of each
course visible, the on-screen ball flight will show hook, slice, cut,
fade and draw with each shot. At any location on the course, the player
has the option of selecting the practice program to work. Area
allocated will only accommodate a unit with a maximum length of 18
1/2ft long. Screen size not less than 10ft wide and 12 high. All items
to be delivered to NWS, Seal Beach, CA. The provision at FAR 52.212-1,
Instructions to Offerors -- Commercial Items applies. Addendum to FAR
52.212-1, Paragraph (b)(5): Offers shall provide an express warranty
which at a minimum shall be the same warranty terms, including offers
of extended warranties, offered to the general public. Express
