mossrc@nswc.navy.mil. The Naval Surface Warfare Center, Dahlgren
Division, Dahlgren, Virginia shall use Simplified Acquisition
Procedures to procure on a sole-source basis, data
destruction/validation on Government Furnished Property (i.e. 1 each
AN/UYH-16, s/n A290; 3 each RIMM Emulators (no s/nos); and 1 each
Seagate Disk Drive, p/n ST-32272N (no s/n), from General Dynamics
Information Systems (GDIS), 8800 Queen Avenue, Bloomington, MN 55431.
The Contractor shall demonstrate and document the data erase function
with Government Representatives present (estimated not to exceed five
days) in two separate tasks, outlined herein: The first part will
demonstrate that regions on the disk drive which are not accessible via
a logical block address are overwritten during the AN/UYH-16 data erase
function. A means of confirming that the correct patterns have been
written to the disk is required. Examples of regions on the disk drive
that are not accessible could include the following: Spare Blocks,
Retired Blocks, Bad Blocks and Gaps. The second part will demonstrate
that the operational areas of the disk are correctly overwritten. The
operational areas comprise all sectors and blocks that are accessible
via a logical block address. The contractor shall use the Test
Environmental Software Subsystem (TESS) (contractor owned). Breakpoints
will be set to stop the data erase code after each pattern is written
during the second part of the demonstration. After each pattern is
written, the RIMM Emulator will be removed from the AN-UYH-16 for
analysis. The RIMM Emulator will be set up on an ITECH Test Station
(contractor owned) and a compare function will be employed. All areas
of the media will be compared to the pattern written from the data
erase routine, for example, all zeros. Any area not comparing favorably
to that pattern will be flagged as such. A different pattern will be
put into selected locations to confirm that the compare function will
find it. This confirmation of the compare function will only be
required to be done once at the beginning of the demonstration. A SCSI
Data Erase Validation Report will be provided within 30 days after
completion of the demonstration. The demonstration shall provide an
overview of the data erase function and code as applicable to both File
Management File Server (FMFS) and Native Mode firmware sets, followed
by the first demonstration of non-LBA (Logical Block Address) regions.
For part one, the contractor shall: Set up the disk drive so that the
various internal drive signals may be monitored with a logic analyzer
and digital storage oscilloscope; Control the disk drive with SCSI 2
commands issued from a PC; Identify the physical location of all blocks
not accessible via a logical block address, and, using the logic
analyzer, determine the point at which the data pattern is being
written into these blocks; Trigger the oscilloscope at the appropriate
time to capture the pattern read while inside the blocks not
accessible via a logical block address and verify that this pattern is
identical to the pattern written to logical blocks which are
accessible via a logical block address. In performing part two, the
contractor, using the RIMM emulators in the AN/UYH-16, issue File
Management File Server (FMFS) data erase command and stop after the
first pattern is written; Remove the RIMM Emulator and subject it to a
compare function on an external test station; Repeat this procedure
for all patterns that are written by the FMFS data erase function;
Repeat the demonstration for the Native Mode firmware set. The
contractor shall provide all peripheral test equipment needed to
accomplish the demonstration which is not set forth herein as
Government Furnished Equipment. GFE under this requirement, which shall
be provided at least three (3) weeks prior to the demonstration, shall
include the following: One (1) each AN-UYH-16, s/n A290, equipped with
two (2) MDC II controllers, three (3) RIMM Emulators (no s/nos) two (2)
to be used in the demontration and one (1) as a spare, and one (1)
Seagate Disk Drive, Model ST-32272N (no s/n) to be used for the non-LBA
(Logical Block Address) region demonstration. The work herein shall be
completed on or before 09-30-99, with the written report being
submitted (contractor format acceptable) on or before 10-29-99. All
Government Furnished Equipment shall be returned to the Government upon
completion of this requirement. The actual date of the demonstration,
requiring Government attendance, shall be mutually agreed upon between
GDIS and the NSWCDD Representative. The basis for the sole-source is
that there are proprietary constraints on the UYH-16 equipment,
computer programs and firmware. There shall be no written solicitation
issued as a result of this notice. Closing date for submission of
quotes shall be on or before 13 August 1999 with award on or before 20
