12th Contracting Squadron at Randolph AFB, TX intends to award a firm
fixed-price Purchase Order pursuant to FAR 13.5 to any qualified
contractor for conducting a 3 day hands on creativity training workshop
at Kelly AFB, TX for up to 50 adult participants. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This is a Request for Quotation (RFQ),
Solicitation No. F41619-99-Q0514. The solicitation document,
incorporated provisions, and clauses are those in effect through
Federal Acquisition Circular 97 -- 12. This acquisition is 100% set
aside for small business concerns, utilizing the Size Standard in FAR
Part 19 under Standard Industrial Code (SIC) 8299, and the Business
Size Standard is $5.0 million. The anticipated value of this
requirement is between $20,000 -- $25,000. The contractor shall furnish
all labor, personnel, equipment, supervision and other equipment
necessary to perform and complete the following requirement:
SPECIFICATION OF SERVICE: A. Conduct Hands on Creativity training for
up to fifty (50) adult participants at Kelly Air Force Base (specific
dates and location to be determined at later time). The training camp
will be conducted over a three- (3) day period, eight (8) hours each
day. B. The contractor will ensure instruction is provided in scrap
booking, journaling, rubber-stamping, paint, beading, and needlecrafts.
C. The contractor will provide each participant with a binder or
workbook with additional project ideas and instructions, and three days
of hands-on product and technique training. D. The contractor will
ensure each project includes step by step instructions along with a
supply and source list of all materials used during the training. E. HQ
AFSVA/SVPAC will issue Invitational Travel Orders (ITO) to each
individual instructor employed by the contractor. PROFESSIONAL
REQUIREMENTS OF CONTRACTOR: A. Has experience training in hobby product
application. B. Has experience in research, development and
presentation of education programs in the hobby industry. C. Has
experience in speaking, presenting, and instructing before large groups
of 50 or more. D. Has conducted instructional classes in several
disciplines of crafts activities, including scrap-booking, journaling,
rubber-stamping, paint, beading, and needlecrafts. PROCESS AND
PROCEDURES FOR PERFORMING DUTIES: A. Coordinate logistical requirements
with host site project officer (tables, etc). B. Travel itineraries
will be coordinated through HQ AFSVA/SVPAC, San Antonio, Texas. Airfare
or ground travel (using a personal vehicle) to and from host site,
whichever is more advantageous to the government, will be paid by HQ
AFSVA/SVPAC. HQ AFSVA/SVPAC will purchase any airline tickets using the
best early-purchase commercial fares and provide them to the
contractor. All other expenses will be the responsibility of the
contractor. Place of performance is as indicated above. Desired
delivery will be specified in the award document. The following FAR

ORDER NUMBERS, REFERENCES (NAMES) AND PHONE NUMBERS. OFFERORS MUST ALSO
SUBMIT A TECHNICAL PROPOSAL DESCRIBING PROCEDURES FOR CONDUCTING THE
WORKSHOP. THE GOVERNMENT WILL MAKE AN AWARD TO THE RESPONSIBLE OFFEROR
WHOSE OFFER CONFORMS TO THIS REQUIREMENT AND IS CONSIDERED TECHNICALLY
ACCEPTABLE, CONSIDERING PRICE. Offer must be sent to the Contract
Specialist listed not later than 4:30 P.M., Central Time, 10 August 99
and should reference the Solicitation listed above. OFFERORS MUST
INCLUDE WITH THEIR PROPOSAL A COMPLETED COPY OF THE PROVISION 52.212-3,
OFFERORS REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS. Award
will be made on or about 16 August 1999. Effective 1 Jun 98,
contractors must be registered in the Central Contractor Registration
