Energy has a requirement for services to convert its inventory of
depleted uranium hexafluoride (DUF6) located at Paducah, Kentucky;
Portsmouth, Ohio; and Oak Ridge, Tennessee. The Department's objective
is to establish an integrated approach to manage the Federal
Government's large inventory of DUF6. The Department issued a final
Programmatic Environmental Impact Statement for Alternative Strategies
for the Long-Term Management and Use of Depleted Uranium Hexafluoride
in April 1999 and expects to issue a Record of Decision in the very
near future. The Department is seeking comments related to the
Acquisition Approach and an initial draft of the Request for Proposals
(RFP) to be issued on July 30, 1999. Issuance of these documents will
allow the stakeholders and potential offerors to provide the
Department with early input regarding this acquisition. The Department
expects to issue a complete final draft RFP for comment in the Fall of
1999. Management of the Department's DUF6 inventory involves the
following elements: UF6 cylinder surveillance and maintenance; the
design, construction, operation, and final decommissioning of
conversion facilities; design and construction of conversion product
storage facilities for the uranium conversion end product; and
disposition of end products not used and empty storage cylinders. The
Department anticipates that required conversion and conversion product
storage facilities will be designed, financed, built, owned, and
operated by the private sector. To view these documents and the address
