and Human Services, Substance Abuse and Mental Health Services
Administration (SAMHSA), Center for Mental Health Services (CMHS),
Division of Program Development, Special Populations and Programs,
Special Programs Development Branch plans to award a sole source
simplified acquisition to Georgia State University, Department of
Public Administration and Urban Studies, School of Policy Studies,
Atlanta, Georgia. The contractor is a research affiliate in the area of
the impact of families' socioeconomic trajectories on family processes,
child development and mental health outcomes. The contractor shall
cover two areas of research, that of mental health services and of
interventions for children and youth with emotional and behavioral
problems. The contractor shall develop a detailed work plan; develop
explicit and implicit cost of the Fast Track intervention; compile
information on the per child costs of the intervention across different
sub groups of children; and provide a final report. The proposed
contract action is for supplies or services for which the government
intends to solicit and negotiate with only one source under authority
of FAR 6.302-1. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. No
solicitation will be issued. A determination by the government not to
compete this proposed contract based upon responses to this notice is
solely for the purpose of determining whether to conduct a competitive
procurement. The simplified acquisition anticipated award date is
