The Fleet and Industrial Supply Center (FISC), Norfolk Detachment Philadelphia intends to issue a solicitation for an OMB Circular A-76 Cost Comparison Study for Air Operation services, encompassing Transient Line Ground Support services, Arresting Gear services, Passenger Terminal services, Ground Electronic services, and General Administrative tasks for the Naval Air Station Pensacola (NASP) and the Naval Air Station Whiting Field (NASWF), which are part of the Pensacola Naval Regional Complex. The total number of individuals impacted by the study is approximately 300. If government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures, the solicitation will not result in a contract. It is anticipated that this requirement will be issued on a full-and-open-competition basis. The applicable SIC Code and size standard for this acquisition are 4581 and $5 million, respectively. The contractor shall provide all management, supervision, labor, tools, materials, and other items and services necessary to manage and operate these functional areas described herein. The resultant contract shall provide for a one-year base period of performance and include provisions for two, twelve-month option periods. A draft solicitation will be issued approximately 15 August 1999 and will be posted to FISC Norfolk's web site at www.nor.fisc.navy.mil. FISC Norfolk Detachment Philadelphia intends to conduct a pre-solicitation conference. The location, date, and time of the conference will be published at a later date. Industry is invited to attend the conference to comment on the upcoming air operations support draft solicitation. The formal solicitation will be issued approximately 30 September 1999 with a planned announcement date of 28 May 2000.
