The Fleet and Industrial Supply Center (FISC), Norfolk Detachment Philadelphia intends to issue a solicitation for an OMB Circular A-76 Cost Comparison Study for Community Support Services within the Pensacola Naval Regional Complex to include Navy Family Housing, Bachelor Housing, Morale, Welfare and Recreation (MWR), Child Development and Youth Programs, Family Service Center, and Public Affairs. The Pensacola Naval Regional Complex is comprised of the Naval Air Station Pensacola (NASP), the Naval Technical Training Center at Corry Station (NTTC), the Naval Education and Training Professional Development and Technology Center Saufley Field (NETPDTC), and the Naval Air Station Whiting Field (NASWF). The total number of individuals impacted by the study is approximately 875. If government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures, the solicitation will not result in a contract. It is anticipated that this requirement will be solicited on a full-and-open competition basis. The applicable SIC Code and size standard for this acquisition is 8744 and $20 million, respectively. The contractor shall provide all management, supervision, labor, tools, materials, and other items and services deemed necessary to manage and operate the functional areas described above. The resultatn contract will provide for a one-year base period of performance and contain provisions for two, one-year option periods. A draft solicitation will be issued approximately 15 August 1999 and will be posted to FISC Norfolk's web site at www.nor.fisc.navy.mil. FISC Norfolk Detachment Philadelphia intends to conduct a pre-solicitation conference. The location, time and date of the conference will be published at a later date. Industry is invited to attend the conference and to comment on the upcoming community support draft solicitation. The formal solicitation is expected to be issued approximately 30 September 1999 with a planned announcement date of 16 May 2000.
