The Space and Naval Warfare Systems Command has identified a follow-on
requirement for engineering tasks to investigate, define, develop and
validate the technical requirements needed for managing and controlling
Electromagnetic Interference (EMI) to minimize performance degradation
to SPAWAR Command, Control, Communication, Computer and Intelligence
and Sensor Systems. This work shall provide engineering efforts to
improve the electromagnetic compatibility (EMC) of equipment, systems,
platforms and systems of systems in maritime Battle Force (BF) and
littoral environments as well as joint and combined environments. It is
anticipated the contractor will perform engineering and analysis in the
following three areas: 1) ELECTROMAGNETIC ACQUISITION ENGINEERING. The
contractor shall provide E3 engineering evaluation and assessment of
SPAWAR equipment and systems. Conduct engineering evaluations of
potential EMI problems for equipment and systems used in littoral and
joint environments. Use of current and future EMC analysis tools shall
be required to perform some functions of the E3 analysis. Acquisition
documentation to be reviewed shall include but not be limited to test
plans, test reports, specifications, and frequency allocations during
the E3 review. A thorough familiarity with commercial equipment and
systems shall also be required because of the prevalent use of
non-militarized equipment. 2) BATTLE FORCE ELECTROMAGNETIC ENVIRONMENT
(EME) DEVELOPMENT. The contractor shall perform engineering analysis
involving inter-platform EMI and recommend engineering solutions.
Provide recommendations and guidance leading to problem resolution and
or avoidance for battle force operations in littoral environments.
Provide E3 inputs to update engineering documentation such as military
handbooks, interface standards, specifications, NATO STANAGS, and
other related documentation. This also includes development of criteria
for E3 modeling and providing input on enhancements to current
automated tools. 3) BATTLE FORCE ELECTROMAGNETIC COMPATIBILITY
ENGINEERING PROGRAM (EMCEP). The contractor shall participate in EMCEP
meetings and exercises. The contractor shall report on EMI problems
for inter platform and intra-platform EMI and assist in conducting
engineering investigations, report on engineering analysis, and develop
and validate solutions. Work with Navy components, Army, Air Force,
Marine Corp, and Joint entities on afloat and shore testing.
Participate as part of a quick reaction capability (QRC) to visit
afloat and shore sites to perform test and analysis. The contractor
shall use E3 tools to assess the Electromagnetic Environment (EME) and
include as part of reports. The anticipated period of performance is
a one year base period followed by four, one-year options plus the
option at FAR 52.217-8. The anticipated contract type is Cost Plus
Fixed Fee with an estimated 50,000 man-hours per year. This will be a
fully competitive requirement. Proposals will be evaluated based upon
best value source selection. A SECRET clearance will be required 30
days after award of any resulting contract. The planned release date
