"This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with add- itional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written soli- citation will not be issued. This
solicitation is issued as a Request for Quotation (RFQ). The soli-
citation document and incorporated provisions and clauses are those in
effect through Federal Acqu- isition Circular 90-46. This RFQ has the
following line item: Subscription for domestic and foreign serials and
periodicals to be sent to a single address: AFIT/LDS, Wright- Patterson
AFB, OH 45433-7765. These subscriptions are for scientific/technical
publications in direct support of Air Force Institute of Technology
(AFIT) faculty research and student thesis or dissertion research
programs. Award must be made in time for October ordering period to
avoid lapse in service. AFIT Academic Library must have Internet access
to Contractor's online database for inquiries on serial publications,
status of titles, prices and invoice history. There must be customer
service reps available during normal working hours (8 a.m. to 4 p.m.)
for consultation and problem resolution. Contractor shall respond to
library within thirty days of claim, and provide full service
assistance in claiming missing, defective, lost in transit or mutilated
issues. A listing of all subscriptions is available by faxing a request
to: Lu Ann Price, ASC/PKWRM, (937) 257-6390. The following clauses and
provisions apply: FAR 52.212-1 and 52.212-3. Clause 52.212-4 and
52.212 -5 shall be included with any offer. Mr. Stephen J. Plaisted has
been appointed as Ombudsman to hear concerns from offerors, or poten-
tial offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of the Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombuds- man does
not participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
matters on individual solicitations, please contact the buyer at the
telephone number listed herein. When requested the Ombudsman will main-
tain strict confidentiality as to the source of the concern. Should you
