Request for Proposal (RFP), on a sole source basis to Science Systems
and Applications, Inc. (SSAI), 5900 Princess Garden Parkway, Ste 300,
Lanham, Maryland 20706. This procurement will extend the period of
performance under Contract NAS5-32370 for an additional five months,
plus three (3) one-month options, beyond the current end date of 30
September 1999. This extension is necessary to allow for completion of
an on-going consolidation of like requirements within the Earth
Sciences Directorate for the purpose of competition. This extension
will avoid negative schedule impacts to ongoing research activities.
The services to be provided during this extension are a continuation of
specific specialized support to the Goddard Institute for Space Studies
(GISS) in New York, NY. The support services include providing
scientific programming and analysis in support of specific GISS
research programs in climate modeling, earth observations, and
planetary atmospheres and performing computer facility operations,
systems programming, technical library operations, and overall
logistical support for the GISS research facility. The scientific
programming and analysis functions are integral parts of the respective
research programs, whereas the other support functions are required to
maintain and operate the facilities used in performing the research.
Ongoing projects for which the respective GISS research efforts are
components are the Earth Observing Systems (EOS), International
Satellite Cloud Climatology Project (ISCCP), Galileo Orbiter Mission,
Mars Climate Orbiter, and the Cassini Mission. For example, the Galieo
Europa Mission (GEM) must be completed by December 1999. The archived
data products for this mission must be completed by February 2000.
Because of the learning curve associated with these functions, no other
contractor could complete the data processing for GEM within this
schedule. In addition, the EOS-Terra October 1999 launch will utilize
a GISS aircraft prototype polarimeter instrument for validation of data
products made by EOS-Terra. This validation must be made no later than
3 months after lunch (January 2000). Support in the respective
research programs is specified in Quarterly Mission Forecasts issued
under the contract. These areas of support include data processing,
analysis, and validation of ground, aircraft, and satellite
observations,; model development, documentation, and application; and
educational outreach. The supported research combines analyses of
comprehensive global datasets with global models of atmospheric, land
surface, and oceanic processes and includes study of past events on
Earth such as paleoclimate change and the study of other planets as an
aid to prediction of future evolution of Earth on a planetary scale.
This effort will be performed on-site at GISS in New York City, NY. The
support sought for the remaining tasks is a continuation of work
performed by SSAI, under this contract, since September 1994 and is
only intended to continue until follow-on contracts are competitively
awarded. Statutory authority for this sole source procurement is 10
U.S.C. 2304 (c) (1)(ii)-"Unacceptable Delay". Using any contractor
other than SSAI will result in an unacceptable delay to the NASA
science program. However, companies who believe they can provide these
services without any detrimental impact to the program schedules
supported by this work, should fully identify their interest and
capabilities within 15 days after publication of this synopsis. See
note(s): A, B, 22, and 26. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered non-responsive to the synopsis and will
not be considered. A determination by the Government tonot compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
