accordance with the Commercial Activities Proposed Action Summary
(CPAS) announced to Congress on 7 Aug 98, the U.S. Army is conducting
a study of the Directorates of Information Management and Public Works
at Red River Army Depot, Texarkana, Texas. Special Notice: The place
of performance is at Red River Army Depot. The study will be in
compliance with the Office of Management and Budget (OMB) Circular No.
A-76 entitled "Performance of Commercial Activities", and Army Reg.
5-20 entitled "Commercial Activities Program". The review will include
all functions not currently performed by a private vendor source, not
inherently governmental in nature, nor functions that are exempt. The
intent of the study is to determine the most efficient and cost
effective method of providing these services. This notice does not
constitute a commitment by the Government. The study will determine
whether these services should be performed under a contract with
commercial sources or through the federal work force. A Government
proposal to provide these services is being developed, and a contract
may or may not result. The SIC codes are 8744 for DPW and 7376 for
DOIM. The mission approved requirements under study for Directorate of
Public Works include Work Planning and Control, Supply and Services,
Boiler Plant Operations, Engineering Services, Facilities, Building and
Structures, Surfaced Areas, Railroad Facilities, Natural Resources,
Pest Control, Utility Systems (Internal: Electrical, Heating, Air
Conditioning, Air Compressors and Air Distribution), Environmental
Engineering, and Equipment (Allied Trades, Protective Equipment Repair,
Battery Repair, Material Handling Equipment, Heavy Equipment
Maintenance, Transportation Operations and Maintenance, and Tire
Repair). Those under study for Directorate of Information Management
include support for Administration, Communications, Customer Service,
Security, Systems Management and Visual Information. A complete,
detailed Performance Work Statement (PWS) will be included in
thesolicitation. Proposal evaluations will be in accordance with the
procedures set forth in OMB Circular A-76 and Section M of the Request
for Proposal (RFP). Any resulting contract will have a performance
period consisting of a base year with four option years, and the
contract type is anticipated to be Firm Fixed Price. This is a full and
open, negotiated, Trade-Off/Best Value solicitation. All offerors will
be required to submit a complete technical, management and cost
proposal with associated documentation. The estimated solicitation
issuance date is O/A 15 Aug 99. The solicitation will be issued
electronically in accordance with "Electronic Commerce in Contracting
" (FAR 4.501), and "Dissemination of Information" [FAR 5.102(a)(7)];
therefore, hardcopies will not be provided. Vendors wishing an

electronically. TheGovernment is under no obligation to provide any
additional notification, and is in fact unable to maintain a bidders'
mailing list. It is incumbent upon any interested party to periodically

and any amendments that may be issued. Failure to obtain any amendments
and to respond to them prior to the date and time set for receipt of
proposals may render a proposal nonresponsive, and result in rejection
