presolicitation notice has been amended; all changes are in capital
case. The Peace Corps has a requirement for a vendor to provide the
necessary personnel, equipment, vehicles, materials, supplies and
services to consistently provide a weekly current-events periodical,
covering domestic and international news. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a proposal is being requested and no solicitation
will be issued. This combined synopsis/solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. The Standard Industrial Classification Code for this
acquisition is 7630. This contract will be for one base period of 12
months and four, 12 month option periods. The Contractor shall have a
periodical currently with an international circulation. News coverage
must be generally recognized as objective and without social, religious
or political bias and must cover the subject areas of domestic and
international politics, economics, scientific and social interest
events, sports and entertainment. The Contractor shall deliver the
periodicals to the Peace Corps Offices listed in attachment J.1., AND
SHOULD PROPOSE PRICES AND QUANTITIES LISTED IN SECTION B -- SCHEDULE OF
SUPPLIES OR SERVICES AND PRICES AND COSTS. The quantities specified by
the Contracting Officer upon execution of the contract WILL BE
NEGOTIATED AT THE TIME OF AWARD. Attachment J.1 AND SECTION B --
SCHEDULE OF SUPPLIES OR SERVICES AND PRICES AND COSTS may be requested
through the Contracting Officer listed in this announcement. The
following FAR provisions and clauses are incorporated by reference and

REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS

4212; 52.225-18, EUROPEAN UNION SANCTION FOR END PRODUCTS (E.O. 12849);
52.247-64, PREFERENCE FOR PRIVATELY OWNED U.S. FLAG COMMERCIAL VESSELS
(46 U.S.C. 1241). The Offeror shall include a completed copy of the
provision at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS
ALT I -- COMMERCIAL (OCT 1998) with its proposal. Award will be based
