(SSA) is seeking sources for a Commercially-off-the-Shelf (COTS)
investigative case management software system (ICMS). This system must
work within the current SSA infrastructure. It will be integrated with
an in-house developed allegation data capture and administrative action
system. SSA has committed to aggressively identify and resolve fraud,
waste and abuse, which are targeted at SSA programs and systems.
Essential to achieving this goal is the development of a comprehensive
system and database that will provide information on fraud, waste and
abuse to SSA and the Office of the Inspector General (OIG). The scope
of this project is to provide a fully integrated system that supports
the following three processes: ? The reporting and processing of
allegations by every SSA employee and in particular by SSA
organizations that detect fraud or take complaints from the public ?
The processing by OIG of Criminal, Civil, and Civil Monetary Penalty
cases that result fromallegations ? The processing by SSA components of
administrative actions as a result of allegations and cases Any
suggested ICMS software must address the OIG processing requirements
for investigative case management, and allow for future consolidation
of the functions of all three initiatives into a single comprehensive,
enterprise-wide system. At the same time, this consolidated system
will have stringent security measures in place that will deny access of
case information to non-users of the case management system, but will
allow sharing or passing specified data, and requests for development
through a referral process. Specifically, the ICMS system must operate
within the Agency's infrastructure, adhere to its standardized tools,
and fulfill the listed criteria below. A list of SSA's standardized
tools and detailed architectural information on SSA's IWS/LAN and
Intranet environment are provided in appendix A. Information on the
Mainframe environment is provided in appendix B.[Appendix A and B are

case processing for at least 47 locations around the country. (-) The
system shall support online assignment, submittal, approval, and
referral of case information. (-) The system shall support as regular
input into its database, case records from other SSA systems, such as
Fugitive Felons. (-) The system will allow the data entry, query, and
retrieval of cases and the ability to obtain the current status
information. (-) The type of data the system shall accommodate is, but
not limited to, general investigative and judicial actions, monetary
restitution, projected savings and the like. (-) The system shall
support cases linked to word processing documents for submitting
Reports of Investigation (ROI). Thus, the system shall be able to
interact with other software such as Microsoft Office, and easily
import data from these applications into the system. Support for such
Integrated Development Environment (IDE) is essential. (-) Retrieval of
information shall be accomplished by selecting, at any time, from
predefined fields. The system shall include fields to identify and
track records by at least name, SSA organization, SSA Region, Social
Security Numbers and SSA programs (i.e., Disability, Retirement &
Survivors Insurance or Supplemental Security Income). (-) The system
will be capable of recording and locating multiple investigative
suspects on a single case file. (-) The system will be capable of
creating appropriate audit trails. (-) The ability to conduct trend
analysis shall be inherent in the system. Such analysis, in some cases,
determines patterns of abuse and/or areas that may require more
scrutiny. (-) Management information in the form of customized, ad-hoc
and standard reports shall be available from the system including, but
not limited to, Semi-Annual Report to Congress, Investigative
Production Report, Individual Performance Report, Tracking Reports and
the like. (-) The system shall support a Time and Accounting module
for recording investigative hours spent by case investigators or
special agents. (-) User friendly context sensitive on-line help
screens shall be available. (-) The system must be Year 2000 compliant.
The ICMS software must not require any modifications to the source code
to function in SSA's hardware and software environment. If changes are
necessary to implement SSA's business function requirements,
specifically identified users should be able to make necessary changes
by following instructions in the vendor-provided user's manual without
modification to the source code. Interested vendors must send complete
information including but not limited to functional characteristics,
software architecture, hardware resource requirement, capacity,
performance, price (GSA contract/commercial), delivery, inputs/outputs
to the ICMS and a list of customers (contact names and phone numbers)
using the suggested product within 30 days from this publication date.
This isnot a request for proposal and the Government does not intend to
pay for any information provided. While receipt of responses will not
be acknowledged, information submitted will be used to broaden SSA's
