prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION, PROPOSALS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Offers are to
be forwarded to the following address by not later than 2:00 pm EST,

request for proposal (RFP) DCA100-99-R-4045. THIS ACQUISITION IS
SHORT-FUSED AND IS PLANNED FOR TRANSITION TO ANOTHER GOVERNMENT AGENCY.
OFFERORS MUST SUBMIT THEIR PROPOSAL BASED ON THE INFORMATION PRESENTED
HEREIN AND IT IS NOT ANTICIPATED THAT THERE WILL BE ANY RFP
AMENDMENTS. PROPOSALS MUST BE RECEIVED IN HARD COPY AND IN WRITING;
FACSIMILE PROPOSALS WILL NOT BE ACCEPTABLE DUE TO THE POTENTIAL VOLUME
OF TECHNICAL INFORMATION REQUIRED. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-12. The Standard Industrial Classification is
3577 and the Size Standard is 1,000. The specific line item 0001 is
required as follows: Line item 0001- Two (2) each; Digital Color
Printers to be offered at a firm fixed price. The printers shall: (1)
produce photographic quality color prints with a resolution of 500 dots
per inch (dpi) over the full width of 12" paper; capable of printing at
250 dpi or 300 dpi; (2) be capable of printing, as one image, files up
to 117 megabytes (MG), capable of printing image files of 4,000 pixels
by 5,000 pixels as 8" by 10" print; (3) be capable of exposing 5", 8",
8.5", 11" and 12" wide RA-4 standard color negative paper, capable of
accepting paper rolls with paper length up to 575 ft. and producing
glossy and matte finish prints; (4) include status display(s) to inform
the operator of the number of feet remaining on the unexposed paper
roll, the exposed paper roll, and any fault in the paper transport
path; (5) produce multiple prints from a single image without having to
reload image data from the source; (6) produce 8" by 10" proof sheets
which shall contain up to 38 complete photo quality color images at 500
dpi, equivalent to photographic "contact sheets" and individual image
size shall be the approximately size of a 35mm film frame; (7) be
capable of automatically printing text on the back of each printed
picture, text shall be provided via a LAN connection and shall be
capable of printing on the back of each picture within 2 lines of text,
up to 128 alpha numeric characters; (8) expose, at least, 100 8" by 10"
images per hour at 500 dpi, and exposing, at least, 600 8" by 10"
images per hour at 250 or 300 dpi; (9) include all required hardware
and software to maintain color control/calibration and generate a test
image and calibrate the printer's exposure system; (10) include 3
paper magazines; (11) operate in a typical office environment in
respect to noise, ventilation, lighting and temperature; (12) accept
input files of the following formats: JPEG (JFIF, YUV 4:4:4, 4:2:2),
TIFF (in RGB color space), and Kodak PhotoCD ImagePac (in Ycc color
space); (13) provide interface to Ethernet 802.3 Local Area Network via
100BaseT connection; (14) accept as input, a control file and an image
file for each print (or multiple prints from the same image). The
control file shall be a user created ASCII text file which shall
specify the size of the print, the size of the image, the placement of
the image on the print, the number of copies and the back print text.
The control file shall also contain any required printer commands and
the vendor shall supply complete documentation for the command
language used to create the control file; (15) monitor shared network
directories as a means of input for control and image files; (16)
support user specified sequencing for image file printing; (17) allow
the user to specify whether the imaged file shall be returned to the
network or deleted after printing; (18) include all Personal Computer
(PC) hardware and software required to control the print device in
accordance with these specifications. Each PC shall have a minimum
processing speed of 500 MHz and minimum 256MG RAM. Each system shall be
compatible with Windows NT 4.0 operating system; (19) provide automatic
punch marking for automated roll paper cutters; (20) be capable of
operating on either 120 or 220 VAC, 60Hz power; and (21) be Year 2000
Compliant. Year 2000 Compliant means information technology that
accurately processes date/time data (including, but not limited to,
calculating, comparing, and sequencing) from, into, and between the
twentieth and twenty-first centuries, and the years 1999 and 2000 and
leap year calculations. Futhermore, Year 2000 Compliant information
technology, when used incombination with other information technology,
shall accurately process date/time data with it. Offerors shall
present technical literature or other information to confirm that the
above requirements are provided in the two printers. The offeror shall
propose their standard commercial warranty for the printers and
provide a copy of the warranty with the proposal. Attach a copy of your
commercial price list, discount policy, and terms and conditions. The
offeror's standard commercial warranty will apply and provide copy of
warranty. Printers to be delivered FOB Destination, thirty (30) days
after receipt of order. Delivery in Washington DC 20374; the exact
address will be provided at contract award. Acceptance for CLIN 0001
will normally be on the same day as delivery, but will not exceed seven
(7) days after receipt. Normally, the Government expects to see a
discount which is at least equal to that provided by your standard
commercial discount policy for that item. The offeror's standard
commercial packing/packaging will be utilized to provide for damage-
free shipment and receipt at destination. THE OFFERED PRICE WILL
INCLUDE ALL FREIGHT CHARGES. Anticipated award date is no later than 31
August 1999. The Government intends to award one (1) purchase order for
the above requirement. The following FAR Part 12 clauses apply: (a) FAR
52.212-1, Instructions to Offerors- Commercial (no other additional
instructions other than as noted above); (b) FAR 52.212-2, Evaluation-
Commercial Items, Award will be to the lowest price responsible
offeror who can provide the items required; (c ) A complete copy of FAR
52.212-3, Offeror Representatives and Certifications-Commercial Items,
must be submitted with your offer; (d) FAR 52.212-4, Contract Terms
and Conditions applies; (e) FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items;
(f) FAR 52.239-1, Privacy or Security Safeguards. Service contract act
provisions not applicable due to use of commercial ADP maintenance
services being exempted. Defense FAR Supplement Clause 252.212-7000 is
applicable and the certification is to be provided. DFARs 252.212-7001
is applicable and only DFARs Clause 252.225-7001, Buy American Act and
