This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Langley Research Center intends to purchase 1 each of a Guarded Heat Flow Meter fitted to do conductivity measurements at cryogenic temperatures. The Heat Flow Meter shall have the following specifications: (1) The instrument must be capable of measuring thermal conductivity for polymer and foam samples; (2) The instrument must measure thermal conductivity on samples having a maximum size of 3" x 3" x 1"; (3) The instrument must have demonstrated ability for thermal thermal conductivity measurements down to a temperature of -170 degree (liquid nitrogen); (4) The instrument must have the sensitivity to measure thermal conductivity down to 0.005 W/mK; (5) The option of performing thermal conductivity measurements under reduced pressure atmospheres must be available; (6) Reproducibility between thermal conductivity measurements must be +/-2%; (7) Accuracy of thermal conductivity must be +/- 5%; (8) Data acquisition must be automated. The following alternate specifications are also provided for quotation: (1) The instrument must be capable of measuring thermal conductivity for polymer and foam samples; (2) The instrument must measure thermal conductivity on samples with a maximum size of 3" x 3" x 1"; (3) The instrument must have demonstrated ability for thermal conductivity measurements down to -268 degrees C (liquid helium); (4) The instrument must have the sensitivity to measure thermal conductivity down to 0.005 W/mK; (5) The option of performing thermal conductivity measurements under reduced pressure atmospheres must be available; (6) Reproducibility between thermal conductivity measurements must be +/- 2%; (7) Accuracy of thermal conductivity must be +/- 5%; (8) Data Acquisition must be automated.
