the POC, cookb@hanscom.af.mil. This is not a solicitation but a market
survey to determine the potential sources to provide logistic support
for thirty-three (33) AN/TRN-45 (NSN 5825-013269749), Mobile Microwave
Landing Systems = (MMLS). The Air Force anticipates the issuance of a
contract for one base year = and two one-year options. The MMLS is a
portable, ground based, microwave transmitter that provides a precision
approach and landing capability = for Microwave Landing System (MLS)
equipped aircraft operating under = adverse conditions including
inclement weather and hostile environments. A = level II procurement
package with engineering change orders will be = available. The
Government plans to furnish the initial spare parts inventory to be
maintained by the contractor. Interested firms should include the =
company name; address; CAGE code; a point of contact, size of business
(i.e., large business, small business, small disadvantaged business,
8(a) concern, or small women-owned business); U.S. or foreign owned
entity in their response. In = addition, any responses shall address
firm's capabilities to perform the = following tasks and meet these
specific criteria: 1) Provide SSA support = beginning no later than 14
January 2000. 2) Have or be able to acquire MLS experience, and
perform the supply/support and repair functions on Air Force MMLS
equipment. 3) Possess or have access to an indoor and = outdoor antenna
range capable of testing MLS equipment. Optional tasks may include: a)
Transition supply/support to Government including updating
reprocurement data. b) Incorporate Government design changes for the =
MMLS hardware and software. c) Incorporate Real time Monitor
capability. d) Provide MMLS Training in-house or at remote locations.
Submit = statement of qualifications, along with supporting
documentation to: ESC/GAK, 75 Vandenberg Drive, Hanscom = AFB, MA
01731-2103, Attn: Mrs. Barbara Cook-Sowa or via electronic transmission
to: cookb@hanscom.af.mil. Responses must be received no later than 30
calendar days after the dateof this publication and = should not exceed
ten (10) pages on 8 =BD x 11 inch paper with type no smaller = than 10
pitch. Also, firms should indicate whether they would be interested =
in receiving a draft Request for Proposal (RFP), should the Government
= elect to issue such a document prior to the release of the formal
RFP. This synopsis is for information and planning purposes only, and
does not constitute an Invitation for Bid (IFB) or RFP, nor does its
issuance restrict the Government as to the ultimate acquisition
approach. Firms who submit qualification packages in response to this
notice are = requested to identify any existing contract vehicles (by
contract number and issuing office) that they have for the same or
similar items/efforts and a Government point of contact (preferably the
Contracting Officer). Should it be in the best = interests of the
Government and be within scope of an existing contract, the Government
reserves the right to satisfy its requirements under that contract.
The Government will solicit firms meeting the screening criteria in the
synopsis. Any offeror initially judged to be = unqualified will be
provided a copy of the solicitation on request, and any offer = such a
firm might submit will be evaluated without prejudice. An Ombudsman =
has been appointed to hear concerns from offerors or potential
offerors = during the proposal and proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the = program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When =
requested, the Ombudsman will maintain strict confidentiality as to the
source of = the concern. Ombudsman do not participate in the evaluation
of responses, source selection, or formulation of acquisition strategy.

Ombudsman, = Col Sheldon, (781) 377-5106. The Ombudsman should be
contacted onlywith issues or problems that have previously been brought
to the attention = of the program manager and/or contracting officer
and could not be satisfactorily resolved at that level. Again, this
