charlene.c.duncan@usace.army.mil. 1. CONTRACT INFORMATION. This notice
is for one, two, three, or four indefinite delivery type contracts
having one base period and two option periods not to exceed one year
each. The base period and each option period have a ceiling amount not
to exceed $1,000,000 each. An option period may be exercised at the
discretion of the Government before expiration of the previous period.
The maximum for each task order will not exceed the annual contract
amount. This announcement is open to all businesses regardless of size.
If a large business is selected for this contract, it must comply with
FAR 52.219-9 regarding the requirement for a subcontracting plan on
that part of the work it intends to subcontract. The subcontracting
goals are that a minimum of 61.2% of the Contractor's intended
subcontract amount be placed with small businesses (SB) including 9.1%
with small disadvantaged businesses (SDB). A minimum of 5.0% of the
intended subcontract amount must be placed with woman-owned small
businesses (WOSB). The plan is not required with this submittal. The
standard Industrial Classification (SIC) Code for this acquisition is
8711. The small business size standard is that average annual receipts
for the preceding three fiscal years must not exceed $4.0 million.
This contract is anticipated to be awarded during the first quarter of
calendar year 2000. 2. PROJECT INFORMATION: Work awarded under these
potential contracts may include, but not be limited to, the following:
(1) Preparation of Environmental Impact Statements, Environmental
Assessments and other NEPA compliance documents; (2), Preparation of
appraisal, reconnaissance, and feasibility level reports, (3) Wildlife
and terrestrial ecology studies and analyses; (4) Fish and wildlife
habitat, water and air quality studies and analyses; (5) Wetlands
delineation and Clean Water Act compliance; (6) Economics, natural
resource economics, and socioeconomic statistics; (7) Cultural
resources and archaeology; (8) GIS to store and manipulate
geographically referenced data; (9) Public and interagency scoping,
mediation, and involvement; (10) Real estate activities required for
planning and design analyses; (11) General engineering services such as
civil, hydrologic, hydraulic, environmental, structural, cost,
mechanical and electrical; (12) Preparation of contract drawings and
specifications; (13) CADD Drafting; (14) Aerial Photography,
Topographic Surveying and Mapping; and (15) Hazardous, Toxic, and
Radioactive Waste Engineering. 3. SELECTION CRITERIA: Criteria A
through D are primary selection criteria. The remaining criteria (E
through G) are for tie-breaker purposes only. All selection criteria
are listed in order of importance. (A) Qualifications, experience, and
technical competence of personnel in environmental planning services;
(B) Capacity to accomplish the work on time and within budget; (C)
Qualifications, experience, and technical competence of personnel in
general engineering services; (D) Location in the general geographic
region of the Walla Walla Districtwith the capability of quick
turnaround to and from the District office and potential sites within
the Snake River drainage. The geographic area covered by this notice
includes all of Northwestern Division (NWD); (E) Past performance on
contracts with Government Agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (F) Extent of participation of SB, SDB, historically black
colleges, universities, and minority institutions in the proposed
contract team, measured as a percentage of the total estimated effort;
and (G) Volume of DOD contract awards in the previous 12 months, as
described in Note 24. 4. SUBMISSION REQUIRMENTS: See Note 24 for
general submission requirements. Interested firms having the
capabilities to perform this work must submit two (2) copies each of SF
255 (11/92 edition) and SF 254 (11/92), for the primary firm and all
consultants/subcontractors, to the above address not later than close
of business on the 30th day after the publication date of this
announcement. If the 30th day is a Saturday, Sunday, or a Federal
Holiday, the deadline is the close of business of the next business
day. Please DO NOT submit more than two (2) copies of the SF 255 and SF
254. Please include the firm's ACASS number in the SF 255, block 3b. In
the SF 255, block 10, describe all capabilities, and use additional
