The U.S. Environmental Protection Agency (EPA), Office of Water, Office
of Ground Water and Drinking Water (OGWDW), Technical Support Center
requires support services for the design, sampling and management of
analytical activities supporting small system monitoring for the
recently revised Unregulated Contaminant Monitoring Rule. The EPA is
performing a market search for a contractor to provide these services.
The work under this the proposed acquisition is specific to those
small Public Water Systems which serve populations of less than 10,000
people. The work will support the mission of the OGWDW to protect
public health by assisting in the collection of occurrence data for
unregulated chemicals in drinking water. Unregulated contaminant
monitoring of public water systems informs the public about
contaminants not previously observed in their water systems. This
information is used in determining whether a contaminant occurs at a
frequency and in concentrations to warrant further analysis, research
on potential health effects, and regulatory consideration. Major
activities involved in the proposed acquisition include: statistical
design and evaluation; preparation, distribution, and orchestration of
sampling and analysis activities; data collection and summarization;
technical analysis and quality control assessment; and preparation of
technical information and reports. The contractor must have a
demonstrated high level of technical expertise with qualified personnel
in statistical assessment, contaminant monitoring, coordination of
occurrence surveys, analytical methodologies, and quality control
assessment. The proposed acquisition will not require actual field
sampling or laboratory analysis of samples. The proposed contract type
will be a Cost Plus Fixed Fee, Level of Effort. The proposed contract
will have a base period consisting of 1 year with four term options of
1 year duration each. The approximate level of effort is estimated at
117,000 for the entire contract, inclusive of all quantity options,
which comprise approximately half of these hours.. The applicable SIC
code is 8742. Any interested firm is requested to submit a statement
demonstrating their qualifications and capability to perform the
services listed above, and their representation as a small or large
business under SIC code 8742 ($5 million is the size standard under
this SIC). Requests for copies of the solicitation will not be honored
at this time; a formal synopsis will be issued at a later date. The
Government is not committed nor obligated to pay for the information
provided and no basis for claims against the Government shall arise as
a result of a response to this Sources Sought or Government use of
such information. No solicitation documents exist and no further
information is available at this time. The deadline for response to
