Public Debt intends to award a sole source contract to BMC Software
Inc. of Sugarland, 6901 Rockledge Drive, Bethesda, MD 20817, to acquire
license to the following proprietary BMC DB2 software products:
C+/Modify and Recovery Manager/DB2, plus maintenance, new releases, and
upgrades for a system life through September 30, 2001. We will consider
comparable products which can be shown to meet the following
requirements: All products must be capable of operating on an IBM
9672-R35 CMOS or compatible mainframe system with OS/390, IMS/ESA,
VTAM, JES2, CICS, and CA-ACF2. Alternatives to C+/Modify must meet the
following functional requirements: 1) allow for selective deleting of
the syscopy information, 2) allow synchronization of the ICF catalog
and the syscopy tablespace for maintaining information on only those
image copies that are available for recovery, 3) have the capability to
ensure that all tablespaces are recoverable, and 4) provide audit
capability todetermine the number of logs used since the last image
copy and the number of days since processed. Alternatives to Recovery
Manager for DB2 must meet the following functional requirements: 1)
100% compatible and interface with Public Debt's current BMC back-up
and recovery software utilities which include Copy Plus, Check Plus,
Recover Plus, R+/Change Accum, R+/Resource Maximizer and Patrol DB-Log
Manager, 2) capability to predefine recovery groups by referential
integrity relationships, plan or package dependencies, disk volumes,
and name patterns. Automatically track predefined groups and generate
recovery JCL as needed, 3) capability to generate the most optimal
backup/recovery JCL by tracking the image copies and change accum
groups that are stacked; and, to generate the recovered JCL accordingly
so jobs are not waiting for cartridges, 4) allow for volume recovery
that does not require DB2 to be shut down, 5) track all tablespaces on
each volume to reduce the time needed to determine what was on a
volume if it becomes unavailable, 6) interface with image Copy Plus and
Check Plus to allow image copies, check data, and check index to be
done in the same job, and 7) eliminate the manual process of setting up
and maintaining the recovery jobs in advance. All affirmative responses
must be in writing, must be received within 15 days after publication
of this notice, and must be accompanied by clear and convincing
evidence that they will meet the functional requirements outlined
above. No solicitation document is available. A request for
documentation will not be considered an affirmative response. If no
affirmation written response is received, within 15 days after
publication of this notice, to the effect that comparable items are
available, and that it is more advantageous to the Government than
obtaining these items from BMC, we will proceed with a sole-source
