The Defense Distribution Center has a requirement to expand its fiber optic backbone for Defense Distribution Depot Susquehanna (DDSP) located at New Cumberland, PA. Statement of Work (SOW) is as follows: 1. Install 96 strand single mode protected fiber cable from bldg 14 thru the existing duct systems to pole F7. Making sure to ring each manhole with the cable to assure future accessibility. 2. Install 48 strand single mode protected fiber cable from pole F7 to pole F3. 3. Install 48 strand single mode protected fiber cable from pole F7 to pole AA9. 4. Splice 16 strand at pole F7 to cable going to pole F3. 5. Splice 16 strand at pole F7 to cable going to pole AA9. 6. Install 12 strand single mode protected fiber cable from pole F7 to bldg 401, terminate in telco room and splice 4 strand at pole F7. 7. Install 12 strand single mode protected fiber cable from pole F3 to bldg 411, terminate in telco room and splice 4 strand at pole F3. 8. Install 12 strand single mode protected fiber cable from pole F3 to bldg 412, terminate I telco room and splice 4 strand at pole F3. 9. Install 12 strand single mode protected fiber cable from pole F3 to bldg 406, terminate in telco room and splice 4 strand at pole F3. 10. Dig a trench from Pole F3 to across F avenue, install two 4x4 ducts with three innerducts in one conduit, with a hand hole at the cross of F avenue. Continue trench line down F avenue to telco room in bldg 459. Install hand hole outside of telco room. 11. Install 12 strand single mode protected fiber cable from pole F3 thru the new duct system to bldg 459, terminate and splice 4 strand at pole F3. 12. Install 12 strand single mode protected fiber cable from pole F9 to bldg 442, terminate and splice 4 strand at pole F9. 13. Install 12 strand single mode protected fiber cable from pole F11 to bldg 267, terminate and splice 4 strand at pole F11. 14. Install 12 strand single mode protected fiber cable from pole AA9 to bldg 300, terminate and splice 4 strand at pole AA9. 15. Terminate 96 strand fiber in bldg 14 at the telco cross connect. 16. Test all fiber cable strands. 17. Provide final cable plant drawings with specs. Expansion of the Fiber Optic Backbone must be completed within three (3) weeks from date of award. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSITIUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THERE WILL NOT BE A SOLICITATION ISSUED! Contractor must be capable to accept payment for supplies and services by a Government issued purchase order. This acquisition is unrestricted. NOTE: ALL SOURCES MUST BE REGISTERED IN THE CENTRAL CONTRACTOR DATA REGISTRATION (CCR) DATABASE. Information on registration may be obtained by calling 1-800-227-2423 or via the Internet at http://ccd.edi.disa.mil. The Standard Industrial Code (SIC) for this acquisition is 4813. The solicitation number is SB3100-9172-9501 and it is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. All supplies and equipment should be delivered FOB destination to DDSP, Building 14 at the New Cumberland, PA Site. The following clauses and provisions are incorporated and made a part of this solicitation: 52.212-1 (Instructions to Offerors -- Commercial), 52.212-3 (Offeror Representations and Certifications -- Commercial Items) a completed copy must accompany your offer-call the POC to request a blank copy, addenda to 52.212-4 to include that all supplied equipment must be Y2K compliant, 52.212-4 (Contract Terms and Conditions -- Commercial Items) and 52.212-5 (Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items). Copies of clauses or provisions will be provided upon request from the POC of this requirement. Evaluation of the offers will bebased on review of the information received from the offers to support that the Contractor have experience with: a) OSHA safety rules, b) a complete knowledge of IEEE standards for fiber optic installation and c) demonstrate his ability to perform the installation. The contractor must provide three (3) references of projects for the same or similar services to verify experience. The contractor must sumbit these references along with their offer. The references will be reviewed in order to determine technical acceptability. Please provide any descriptive literature, which shows evidence of accomplishing the Evaluation experiences. All responsible contractors may submit a quotation, which shall be considered by this agency. All quotes shall be mailed to the address above or faxed to Contract Specialist, Ron Souto at 717-770-5689 or 717-770-5113. The following information must be included on quotes: 1) Company's name and mailing address, 2) point of contact, 3) telephone and facsimile number, 4) business size, 5) cage code, DUNS number and Tax ID Number, 6) remit to address if applicable, and 7) if CCR registered. All quotes must be received in this office by 4:00 PM local time on August 2, 1999 to be considered. Award will be made to the lowest price, technically acceptable contractor.
