The Fleet and Industrial Supply Center San Diego (FISCSD) intends to negotiate a firm-fixed-price commercial item supply contract for an E-2C Rotodome Antenna Range Upgrade located in and around Building 474 at the Naval Aviation Depot North Island (NADEPNI), San Diego, California. The Rotodome Antenna Range is used to perform verification testing of E-2C Rotodome Antennas upon completion of depot repair work. The upgrade is intended to be a turnkey replacement of obsolete antenna measurement hardware, software, and related peripherals with a PC-based system and related peripherals within the definition of "commercial item" as set forth in 48 CFR 2.101. The successful offeror shall be responsible for removal of the existing system and turnkey installation, integration and testing of the replacement system. Related effort includes delivery of an Operation and Maintenance Manual; an Installation Manual; an Acceptance Test Plan (draft and final); an Acceptance Test Report; approximately one week of On-Site Technical Training; and a thorough Antenna Range Probe Service to analyze and calibrate the electromagnetic characteristics of the antenna range. In general, system upgrade hardware and software shall include: (1) Automatic Microwave Antenna Measurement System Receiver; (2) Synthesized Microwave Signal Source; (3) 4 Port RF Multiplexer; (4) Instrument Rack Enclosure; (5) IBM Compatible Computer Workstation; and (6) Microsoft Windows NT Compatible Operating System. System upgrade shall be capable of measuring the parameters established by Grumman Aerospace Corp. Specification No. AV-123U-TS-341E, Release Date 21 October 1996, Antenna Group OE-335A/A Range Test Specification For E-2C Aircraft. The SIC Code is 3571, Electronic Computers, which has a small business size standard of 1,000 employees and an approved waiver of the non-manufacturer rule. The FSC Code is 5985, Antennas, Waveguides & Related Equipment. FISCSD anticipates a 180 day period of performance, with a completion date no later than March 2000. The 100% small business set-aside commercial item solicitation will be issued on or around 09 August 1999, with a closing date of 03 September 1999. The Navy intends to evaluate price, technical capability and past performance on a best value continuum per 48 CFR 15.101-1. Technical proposals shall be submitted as required by 48 CFR 52.212-1(b). Successful offeror must be able to obtain a DoD security clearance at the SECRET level to perform Final Acceptance Testing using NAVAIR Manual 16-35AS2534-1A, RF Rotary Coupler and Antenna Assembly.
