The U.S. Army Corps of Engineers, Mobile District intends to procure up
to six Multiple Award Task Order Contracts (MATOC's). These contracts
will be Indefinite Delivery/Indefinite Quantity for construction
services with incidental design capabilities for Mobile District. The
projects will include Civil Works, Military Construction and Support
for Others programs and will cover the entire states of Alabama,
Mississippi and Tennessee and additionally the panhandle of Florida and
western Georgia. This procurement will follow under the procedures of
the Federal Acquisition Regulation, Part (15). Up to 6 awards are
anticipated to be made as a result of this solicitation, 3 in the North
Region and 3 in the South Region. The regions are defined in the
solicitation; however, generally the North Region includes all of
Tennessee, and northern Georgia, Mississippi and Alabama. The South
Region includes southern Alabama, Georgia, Mississippi and the Florida
panhandle. One of the awardees selected in each region will be an 8(A)
contractor, provided responsive and responsible offers are received.
Area of competition for 8A contractors will be limited to those 8A
firms serviced by SBA District offices in Region IV. Each contract will
have a base period (12 months) of contract capacity of $5,000,000 with
three option periods of 12 months each with a contract capacity of
$5,000,000 each year. A preproposal conference is tentatively scheduled
for September 28, 1999, in Mobile, AL; The exact time and location will
be provided in the solicitation. Technical and contractual personnel
will be available at the conference to discuss the requirements and
answer questions that have previously been submitted in writing.

responsible sources may submit a proposal, which shall be considered.
Bid documents are available on or about 1 September 1999. Estimated
cost of work is between $10M to $25M. Requests for plans and
specifications shall indicate in writing whether firm will bid as a
prime contractor or a subcontractor. Unrestricted. All responsible
sources may submit a bid which shall be considered. Bidders,
subcontractors and Dodge/Plan Rooms are required to self-register their
firm or office on the Internet to receive one CD-ROM. Registration on
the Internet should minimize possible errors and delay in receiving the
CD-ROM. Registration instructions are available on the Internet at
http://www.sam.usace.army.mil/sam/ct. Neither telephonic, mailed, nor
faxed requests will be accepted. Those registering are responsible for
the accuracy of the information on the mailing list. Registration must
include the firm's physical address, telephone, a valid fax number and
a point of contact. Registration should be completed one week prior to
the issue date. All notifications of changes to this solicitation shall
be made through the Internet only. It is therefore the contractors
responsibility to check the Internet address listed above daily, for
any posted changes to this solicitation. Actual solicitation amendments
may be posted to the website or issued by fax, 3.5" diskette or CD-ROM.
The plans and specifications will be issued on Compact Disc (CD-ROM)
only and will be provided free of charge. Plans and specifications will
not be provided in a printed paper format; however, the Government
reserves the right to revert to paper medium when it is determined to
be in the Government's best interest. All bid forms, bid bonds, and
other normal documents required for the bid submittal, including
amendments to the bid submittal, shall be in paper medium. Electronic
medium for the bid submittal documents will not be allowed. Critical
Path Method (Network Analysis System) is required. For this job, a
small business is defined as having average annual receipts of less
than $17,000,000 for the past three years. EFFECTIVE IMMEDIATELY:
Presolicitation Notices will no longer be issued by the Mobile District
for projects in the Continental United States and Puerto Rico.
Advertisement of MobileDistrict projects will be through the Commerce
Business Daily and/or the Mobile District Contracting Homepage.
