Park Service (NPS) plans to issue a new service contract for the
operation and maintenance of the free shuttle bus system, known as the
Visitor Transportation System (VTS) in Grand Canyon National Park, to
be effective January 1, 2000. The system has been a seasonal operation
since 1974, providing transportation to visitors to the South Rim
Village. At the beginning of the year 2000 season in mid-March, the
system will begin year round operations, possibly scaling back in the
winter months. The contractor is reimbursed for the operation and the
maintenance of government-owned vehicles and the actual cost of repair
parts installed; all other contractor expenses are derived from that
reimbursement. Non-reimbursed expenses include, but are not limited to,
supervision and dispatch staff, utilities, cleaners and fuelers,
bookkeepers, and vehicles needed other than visitor transit vehicles.
The contract term is for one year, renewal for up to four additional
years. The NPS does not expect the contract to be renewed for more than
one to two years; it may only last the initial year. The NPS is
preparing to advertise for a concessions transit contract in the future
which will replace this service contract. The VTS currently consists of
three transit routes, operating from one hour before sunrise to one
hour after sunset. The equipment maintained and operated consists of
three 26' electric battery-powered buses, seven 40' diesel powered
buses, five 40' CNG-powered buses, seven 26' LNG powered buses and ten
passenger trailers. The contractor is the primary operator of an LNG
and a L/CNG fueling station. The park plans to have only
alternative-fueled buses in the future. The NPS provides a compound and
garage for storage and maintenance. Drivers and mechanics must be paid
in accordance with the US Department of Labor Register of Wage
Determinations Under the Service Contract Act. Reimbursed contractor
employees are classified as "Bus Driver" and "Heavy Equipment
