class complaint counseling services, to include use of Alternative
Dispute Resolution (ADR) mediation services for aggrieved employees or
applicants for employment who believe they have been discriminated
against on the basis of race, color, religion, sex, national origin,
age, disability, religious or disability accommodations, or in reprisal
because of participation in the discrimination complaint process. The
goal of counseling is to informally resolve the precomplaint and to
advise aggrieved persons in writing, of their rights and
responsibilities under Part 1614 of EEOC's regulations. The ADR process
will supplement the EEO procedure in an effort to resolve problems
before formal procedures are invoked. The Contractor shall also provide
EEO consulting services to assess EEO program effectiveness for Defense
Distribution Center (DDC) depots by reviewing depot environment,
conducting analyses concerning utilization of employees by age, race,
sex, religion, national origin, handicapping condition, and other bases
to detect discrepancies in equal opportunity in employment, and
institutional barriers to equal employment and their causes. Reports to
the DDC Equal Employment Manager on program effectiveness with
recommendations for changes and improvements, and recommends, develops,
and delivers appropriate training for managers and supervisors.
Conducts follow-up visits to meet with supervisors and employees to
assess effectiveness of training or other changes implemented as a
result of their study. The above services will be provided to the
following Defense Logistics Agency Distribution Depots: Anniston, AL;
Albany, GA; Barstow, CA; Cherry Point, NC; Corpus Christi, TX; San
Diego, CA; Ogden, UT; Jacksonville, FL; Norfolk, VA; Oklahoma City, OK;
Bremerton, WA; Richmond, VA; Warner-Robbins, GA; New Cumberland, PA;
and Pearl Harbor, HI. The above services will also be provided to the
Defense Distribution Mapping Activity in Richmond, VA and their support
offices located in Norfolk, VA; San Diego, CA and Tampa, FL. Contract
period is anticipated to be from October 1, 1999 through September 30,
2000 with four (4) option year periods. The Standard Industrial
Classification (SIC) code for this project is 8748 and the size
standard is $5.0 million. The exact date and time for receipt of
