This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is F64133-99-Q0283, and is issued as a Request for Quotation (RFQ). Request for Quotation (RFQ) to provide all parts, labor, material, equipment and transportation to install automatic gates at various locations around the Andersen AFB Munitions Storage Areas (MSAs). This solicitation document and incorporated provisions and clauses are those in effect as of Federal Acquisition Circular 97-12. This requirement is a total Small Business set aside. The Standard Industrial Classification (SIC) Code is 8999, and the small business size standard is $5.0 mil. The solicitation will be written in accordance with Federal Acquisition Regulation (FAR) Part 12 for Acquisition ofCommercial Items. The Request for Quotation (RFQ) will be available via the Internet at the following website: www.eps.gov. A site visit is scheduled for 30 Jul 1999 at 9:30 a.m. at various site locations listed in the Statement of Work. All prospective bidders will meet at the Contracting Office, bldg. 17000, prior to proceeding to the site location. Paragraph 10 is amended as follows: Past performance information, is included as an evaluation factor. Offeror shall submit past performance information to include 3 recent and relevant contracts for the same items. Include short description, contract no. and point of contact. The provision at 52.212-2, Evaluation _ Commercial Items, applies to this acquisition. For the purposes of completing paragraph (a) of provision 52.212-2, the specific evaluation factors to be used are (1) product conformity to the specifications (2) price and (3) past performance. Product conformity and past performance, when combined, are approximately equal when compare to price.
