The U.S. Environmental Protection Agency intends to negotiate a sole source contract with Fluent, Inc., 10 Cavendish Court, Centerra Resource Park, Lebanon, New Hampshire 03766-1442 for FiDAP and Gambit software for the National Health and Environmental Effects Research Laboratory (NHEERL) within the Office of Research and Development. This software will be used to run existing models for flow simulations and particle deposition in the human respiratory system. EPA believes that Fluent, Inc. is the only source capable of providing the required software. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is expected to be from date of award through 9/30/2000. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
