B -- REVIEW OF CONVERSION CAPABILITIES AND EXPERIENCE OF THE AVANGARD WARHEAD PRODUCTION PLANT SOL DE-AC01-99NN40123 POC Lynette Desorcie, Contract Specialist, 202-426-0081 The Department of Energy's Office of Arms Control and Nonproliferation Nuclear Cities Initiative intends to issue a sole-source contract to the Analytical Center for Non-proliferation at the Russia Federal Nuclear Center -- All-Russia Research Institute of Experimental Physics based on the Analytical Center for Non-proliferation being the only responsible source capable of providing an analysis of the conversion capabilities and experience of the Avangard warhead production plant. The Analytical Center for Non-proliferation will analyze the Avangard plant experience in conversion from nuclear weapons production to comercial use to make conversion activities more effective in the future. Areas that will be studied include the principles and restrictions driving the conversion itself, the types of alternate technologies to be pursued after conversion and the types of planning required. The contract will be an eight month, firm fixed price, term contract. It is anticipated that a total of 5,280 Direct Productive Labor Hours will be utilized.
